AMENDMENT AND SUPPLEMENT TO APPLICATION I GENERAL INF0RMATION - 10CFR50.33 To the Honorable United States Nuclear Regulatory Commission:

The Washington Public Power Supply System (" Supply System") hereby submits this Amendment and Supplement to its Application for licenses under the Atomic I Energy Act of 1954, as amended, and the rules and regulations issued therc-under, to own, possess, use and operate a pressurized water nuclear power re-actor with thermal core power level of 3800 megawatts at the Supply System's I Nuclear Project No. 3 (WNP-3) site near Satsop in Grays Harbor County, Washing-ton, which application for construction and operating license was originally filed on March 5, 1974. The information required by 10CFR50.33 is provided below.

(a) Name of Applicant. Washington Public Power Supply System.

(b) Address. 3000 George Washington Way, Post Office Box 968, Richland, Washington 99352.

(c) Description of Business. The Supply System is the applicant for licenses 1 to operate and own (possess title to) the facilities. Pacific Power and Light Company (PP&L), Portland General Electric Company (PGE), Puget Sound Power and Light Company (PSP &L) and Washington Water Power Company (WWP) are applicants for licenses to own (possess title to) the facilities as their interests appear herein.

The Supply System is a joint operating agency and a municipal corporation I of the State of Washington organized under Chapter 43.52 of the Revised Code of Washington, as amended. The Supply System is composed of 19 operating public utility districts of the State of Washington and the I cities of Rich'and, Seattle, Tacoma and Ellensburg, Washington. Pursuant to its statutory authority, the Supply System is empowered to acquire, construct and operate plants and facilities for the generation and trans-mission of electrical power and energy, but as a supply agency does not distribute power or sell at retail. The management and control of the I

l I Supply System's nuclear power reactors while under construction, includ-ing Project No. 3, is vested in an Executive Board composed of seven members of the Board of Directors and four outside directors. The full I Board of Directors Sas 23 members, one representing each of the Supply System's member utilities, and has the authority to select the Executive I Board members, approve annual budgets, accept or reject offers for bond sales, and to approve any purchase, sale or construction of any power plants.

I I Pursuant to the Applications of the Supply System dated Narch 5, 1974 the Nuclear Regulatory Commission ("NRC") issued Construction Permit No.

I CPPR-154 to the Supply System for the construction of the Supply System's Nuclear Project No. 3 ("WNP-3"). WNP-3 is located in eastern Grays Harbor County, Washington. The location is approximately 3 miles South of the town of Satsop, Washington. The Project will use a pressurized water I reactor with a two-loop reactor coolant system. It will be designed for a core power level of approximately 3800 megawatts thermal. The Supply System has 'ull responsibility for the design, construction, testing and operation of WNP-3.

l The project will be operated by the Supply System. Seventy percent of WNP-3 will be financed, constructed, and owned by the Supply 3ystem.

The remaining 30 percent of WNP-3 that is owned by the investor-owned utilities is owned 10% by PP&L,10% by PGE, 5% tj PSP &L, and 5% by WWP.

(i) Class of License Applied For. The Supply System seeks from the commission.

I (1) A Class 103 operating license as defined by 10CFR50.22, authorizing Applicant to own, possess, use and operate WNP-3, for which a con-struction permit has been issued, said operating license to run f(r a period of forty years.

(2) Such additional source (10CFR Part 40), special nuclear (10CFR Part I 70) and by-product material licenses (10CFR Part 30) and any other licenses as may be necessary and appropriate to the acquisition, construction, possession and operation of WNP-3.

I (j) Financial Qualifications. The recent rule change (Federal Register, Vol. 47, No. 62, FR. 13750-13754, March 31, 1982) eliminated review of financ.al qualifications for elective utilities seeking to operate a electrical generating facility.

I (k) Emergency Plans. Radiological emergency response plans of Washington State and local governirental entities that are wholly or partially within the plume exposure pathway and ingestion path. cay Emergency Planning Zones I are submitted with this Amendment and Supplement under separate cover.

(1) Completion Dates. The WNP-3 construction permit expires on January 1, I 1985. The official fuel load date is June 1986, construction is ahead of that schedule, we preser.tly anticipate fuel load as early as June 1985.

At an appropriate time Applicant will submit a request tc amend the con-struction permit to extend the completion date.

(m) Regulatory Agencies. The Supply System does not engage in the distribu-tion of power to retail customers. It is authorized, among other things, I to acquire, construct and operate plants, works and facilities for the generation and transmission of power to utilities. The Supply System does not have " rates," but is rem 6ursed for the costs of each project by the Participants therein. In any event, as a municipal corporation of the State of Washington, the Supply System is not under the jurisdiction of any regulatory agency having control over " rates and services" inci-dental to the proposen activity.

The Federal Energy Regulatory Commission, 825 North Capital Street, N.E.,

Washington, D. C. ?0002, has jurisdiction over the wholesale rates and I services and/or certain other matt ars with respect to the four investor-owned utilities, as do or may the following state regulatory agencies, as noted respectively hereinafter:
