AMENDMENT AND SUPPLEMENT TO APPLICATION GENERAL INFORMATION - 10CFR50.33 To the Honorable United States Nuclear Regulatory Commission:
The Washington Public Power Supply System (" Supply System") hereby submits this Amendment and Supplement to its Application for licenses under the Atomic Energy Act of 1954, as amended, and the rules and regulations issued thereunder, to own, possess, use and operate a pressurized water nuclear power reactor with thermal core power level of 3800 megawatts at the Supply System's Nuclear Project No. 3 (WNP-3) site near Satsop in Grays Harbor County, Washington, which application for construction and operating license was originally filed on March 5, 1974. The information required by 10CFR50.33 is provided below.
(a) Name of Applicant. Washington Public Power Supply System (b) Address. 3000 George Washington Way, Post Office Box 968, Richland, Washington 99352.
(c) Description of Business. The Supply System is the applicant for 11-censes to operate and own (possess title to) the facilities. Pacific Power and Light Company (PP&L), Portland General Electric Company (PGE),
Puget Sound Power and Light Company (PSP &L) and Washington Water Power Company (WWP) are applicants for licenses to own (possess title to) the f acilities as their interests appear herein.
The Supply System is a joint operating agency and a municipal corpora-tion of the State of Washington organized under Chapter 43.52 of the Re-l vised Code of Washington, as amended. The Supply System is composed of l
19 operating public utility districts of the State of Washington and the cities of Richland, Seattle, Tacoma and Ellensburg, Washington. The l
Supply System is not owned, controlled, or dominated by an alien, a for-eign corporation or fereign government. Pursuant to its statutory au-l thority, the Supply System is empowered to acquire, construct and oper-ate plants and facilities for the generation and transmission of elec-trical power and energy, but as a supply agency does not distribute power or sell at retail. The management and control of the SupplyThe System including Project No. 3, is vested in an Executive Board.

six outside directors. Three outside directors are selected by the Board of Directors, and three directors are appointed by the Governor of the State of Washington. The full Board of Directors has 23 members, one representing each of the Supply System's member utilities, and has the authority to select the inside members of the Executive Board and three of the six outside members of the Executive Board and to ter-minate existing projects or authorize new projects.

Pursuant to the Applications of the Supply System dated March 5, 1974 the Nuclear Regulatory Commission ("NRC") issued Construction Permit No. CPPR-154 to the Supply System for.the construction of the Supply System's Nuclear Pro-l ject No. 3 ("WNP-3"). WNP-3 is located in eastern Grays Harbor County,

Washington. The location is approximately 3 miles south of the town of Satsop, Washington. The Project will use a pressurized water reactor with a two-loop _ reactor coolant system. -It will be designed for a core power level i
of approximately 3800 megawats thermal. The Supply System has full responsi-bility for the design, construction,. testing and operation of WNP-3.
1 The project will be operated by the Supply System. Seventy percent of WNP-3 will be financed, constructed and owned by the Supply System.
The remaining 30 percent of WNP-3 that is owned by the investor-owned utili-ties is owned 10% by PP&L, 10% by PGE, 5% by PSP &L, and 5% by WWP.
4 (i) Class of License Applied For. The Supply System seeks from the Commission.

A Class 103 operating license as defined by 10CFR50.22, autho-rizing Applicant to own, possess, use and operate WNP-3, for which a construction permit has been issued, said operating license to l
run for a period of forty years.

Such additional source (10CFR Part 40), special nuclear (10CFR Part 70) and by-product material licenses (10CFR Part 30) and any other licenses as may'be necessary and appropriate to the acquisi-1 tion, construction, possession and operation of WNP-3.

(j) Financial Qualifications. The recent rule change (Federal Register, Vol. 47, No. 62, FR. 13750-13754, March 31, 1982) eliminated review of~
t financial qualifications for utilities seeking to operate an electrical generating facility.

i (1) Completion Dates. The WNP-3 construction permit expires on January 1, 1985. The official fuel load date is December 1985. At an appropriate time Applicant will submit a request to amend the construction permit to l
extend the completion date.
l (m) Regulatory Agencies. The Supply System does not engage in the distribu-tion of power to retail customers.
It is authorized, among other i
things, to acquire, construct and operate plants, works and facilities for the generation and transmission of power to utilities. The Supply System does not have " rates," but is reimbursed for the costs of each i
project by the Participants therein.
In any event, as a municipal cor-poration of the State of Washington, the Supply System.is not under the i
jurisdiction of any regulatory agency having control over " rates and i
services" incidental to the proposed activity.

However, in the event that it does, the Applicant will appropriately segregate and safeguard such in-formation and will not permit any individual to have access to Re-stricted Data until the appropriate United States agency shcIl have made an investigation and report to the NRC on the character, associations and loyalty of such individual, and the NRC shall have determined that permitting such person to have access to Restricted Data will not en-danger the common defense and security.
