NUCLEAR PROJECT NO. 3 REVISED CONSTRUCTION PERMIT AMENDMENT REQUEST

In the referenced letters, the Supply System requested an amendment of the Construction Permit for WNP-3, to extend the latest construction completion date to July 1, 1989.
The Supply System has committed to keep the NRC advised regarding developments in the regional power planning process, to the extent this affects WNP-3 and, if appropriate, to modify the WNP-3 Construction Permit Amendment request.
This is to inform you that BPA recently recommended that the Supply System assume, for planning purposes, a construction restart date of 1994. The Supply System's most current plan calls for a 54 month period to complete WNP-3.
Thus, if the restart signal were to be given on January 1,1994, the latest construction completion date would be July 1, 1998.
Therefore, it is requested that the Supply System's Construction Permit Amendment request for WNP-3 (Reference a), now pending before the NRC Staff, be revised to reflect a latest construction completion date of July 1, 1999.
This will allow a margin for uncertainties such as those associated with regional load growth or the time to
-ramp-up the project to full construction.

Mr. H. R. Denton Page Two The temporary lack of demand for the energy to be produced by WNP-3 and the temporary inability to finance the continued construction of WNP-3 are beyond the control of the Supply System.
Thus, the deferral of construction in light of these developments is for valid business purposes.
The duration of the requested Construction Permit extension is reasonable because it will not frustrate regulatory oversight by the NRC and because it is commensurate with the reasons for the requested Construction Permit extension.
Accordingly, there is good cause for the requested extension and it is for a reasonable period of time.

The requested Construction Permit Amendment involves no significant hazards consideration.
This is because the requested amendment would not involve a significant increase in the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in a margin of safety.

Accordingly, the Supply System requests that the Staff dispense with prior notice of issuance of the requested Construction Permit Amendment in accordance with 10 C.F.R.s 50.92(a).
In accordance with 10 C.F.R. s 50.30, we are submitting three (3) signed originals and nineteen (19) copies of this Revised Construction Permit Amendment request along with the related Oath of Affirmation.
