i' Tayloe Associates, Ltd., provided all,ofi.NRC's. stenographic' reporting ' -

services. As of flay 16, 1984 the requirements have been split between two contractors; Free State Reporting Co:apany provides services within the Washington, D.C. metropolitan area, and Tayloe Associates Ltd.,

provides services for the rest of the contiguous United States.

Both contracts provide for the contractor to sell copies of transcripts to the public for the same price NRC would pay for such copies if ordered on t. se.e or longer basis. Copies required by the public on a faster basis than required by HRC are to be furnished by the contractor if it does not interfere with the proceedings as detennined by the Presiding Officer. Charges for these expedited copies shall not be more than unit prices listed in the contract's schedule of charges, plus the differences in the cost of the original copy had HRC ordered the faster service. All prices reflected under the contracts were established through the coagetitive process.

We are aware of the problems with delivery and quality of transcripts you mentioned and are carefully monitoring the new contractors' perfomance to assure that these deficiencies are quickly eliminated and that the contractors perform in compliance with the terms and conditions of the contract.

Your coments and continued interest in the HRC's proceedings are appreciated and encouraged.
