May 22, 1984 lN-MEMORANDUM FOR: Mary Jo Mattia Chief Administrative Contracts Branch Division of Contracts FROM:

Frederick J. Shon Deputy Chief Administrative Judge-Technical Atomic Safety and Licensing Board Panel

SUBJECT:

LATE' ARRIVAL OF COURT REPORTER The Shoreham Emergency Planning Board, chaired by James A. Laurenson and including Dr. Jerry Kline and me as members, had scheduled an on-the-record telephone conference for Friday, May 18, at 3:00 P.M.

The court reporter arrived after the conference call started. This practice is not acceptable. The reporter must be on hand and set up _to record the proceedings when the cal 1~ starts in cases Tfke this.

We were not able to suspend operations and begin again; hence the proceeding went unrecorded.

I would appreciate it if, as contracting officer, you would formally call this failure to meet our needs to the contractor's attention.
