I am returning the attached transcript of a Commission meeting which took place on November 6,1984.

A detailed review of the first twelve pages of the transcript indicates that it is unsatisfactory for the following reasons:

Words are incorrectly transcribed.

Inaudible sections are not indicated.

A certification page is omitted.

A scanning of the remainder of the document iridicates that the same flaws exist throughout the document.
