TTELEDYNE ISOTCFCS INTRODUCTION This annual sunnary report of the radiological environrental monitoring program conducted in the environs of the Cooper Nuclear Station (CNS) for the Nebraska Public Power District (NPPD) contains summaries of the analysis of radionuclides monitored during 1979.
Samples are collected in the environs of CNS by NPPD and analy:ed by Teledyne Isotopes in compliance with the Environmental Technical Specifica-tions, Appendix 3 of the Cooper Nucicar Station Cperating License.
The results of the analysis performed during 1979 are compared with previous studies conducted during 1973 through 1976 by Teled;.me Isotopes.
From summaries of the 1979 results and compar sens with data generated previously assessments are made of the observed impact of the nuclear plan:

AIR PARTICULATE SAMPLES-GROSS BETA 6 GROSS ALPHA (See Tables A-1, A -2,B-1, B-2) STATIONS 01 to 10 Air filter samples are collected continuously and char.ged weekly at Stations 01 through 10. The filters are shipped to and analyzed at Teledyne Isotopes for gross beta, gross alpha and gamma activity. Gross be'ta activity (TABLE A) . collected on these filters decreased during 1979 from an average of 0.06 pCi/Cu.M to approximately 0.04 pCi/Cu.M comparable to the lower range of activities monitored in the preoperational and operational programs conducted for CNS during 1973-1976. (REF.1) No differences were measured to indicate higher than average activity at any of the ten collection stations. Thus we conclude that no gross beta activity was due to plant operations at the Cooper Nuclear Station. The gross alpha activity, (TABLE B) continues low and close to the limits of de*ection. Gross alpha activity is probably due to the alpha emitters - fot _. in soil and particulates drawn into the filters. The air particula *.c and/or charcoal filters listed below were not. radioassayed for the reasons shown in the table. ! Air particulate filters are composited for a quarterly gamma spectral . analysis._ Bery11ium-7 from cosmogenic. origins was detected in more than , 90'a of the measurements. Also Cs-137 was' munitored in 10 out of 10 of l .the composites and Ce-144 was monitored in 3 out of 10 of the measurements during the 2nd quarter. All activities were low and close to the detec: ion limits. - The widespread distribution of Cs-137 and Ce-144 suggest that these nuclides are from worldwide fallout of atmospheric tests of past years.
Because of the 1ack of correlation between activity of these nuclides

TTELEDYNE ISOTCPES E. EGGS (See Tables El, E2) STATIONS 42, 51, 66, 67 Eg2 sampics are analyzed c,uarterly for Sr-S9, Sr-90, elemental calcium, gamma emitters and gross beta. The activities measured during 1979 for these radionucli/.es duplicate the results of the analysis condue:cd for CNS by Telec'yne isotopes during the 1973 through 1976 period. Comparisen of the data indicates that no changes in radionuclides are detectable in egg samples, thus operation of the CNS had no impact on egg samples. 47

TTEI.EDYNE CCTCPeS F. FEED $ FORAG1: - BEEF FRCDUCERS (See Tables F-1 and F-2) STATIONS 64, 66, 67, 68, 71, 76 Feed and forage, beef producers, are radioassayed for gamma emitters. Of the eighteen radionuclides listed in Table F-2, detectable cuantities were measured of Be- 7, K-40, Cs-137, Ce-144, Ra-226. Th-228, >!n-54 and Co-50. The Be-7 is of cosmic ray origin, the K-40, Ra-226 and Th-22S are of terrestrial origin, Cs-137 and Ce-144 are of fission origin and the >!n-54 and Co-60 are of neutron activation origin. Verification of the 35-54 and Co-60 was established and further investigation revealed that the samples containing these nuclides were contaminated at NFFD by a technician wearing the same contaminated gloves for handling of in-plant samples and of environmental samples. The Cs-137 and Ce-144 has also been detected in airborne samples and the levels monitored suggests the probable source of these nuclides is atmospheric fallout from atmospheric nuclear tests of past years. 50

STATIONS 42, 73, 75 (Cc=mercial Milk Producers) Feed and forage samples from nearest milk producers and frem commercial milk producers are monitored for Sr-39, Sr-90, Ca(elem) and gamma emitters. The order of magnitude and spread of each of the nuclides in each of these types of feed and forage duplicates the order and magnitude and spread of the other. In addition the results of the 19~9 reasurements are in gced agreement with the data monitored frca 1973 through 1976. Thus no radienuclides that could be released fron the CNS and ingested by cows from feed and forage have been established as nuclear plant related and the dose impact on the population from the CNS operations is not setectable from the feed and forage samples. 33

Gross beta, Sr-90, elemental calcium, K-40 and Be-7 were detected in these samples in the same order of magnitude as monitored during 1973-1976 for the CNS. No fission products from nuclear plant operations except Sr-90 were measured in the food and feed crops. The detected Sr-90 is probably "old" debris from past atmospheric nuclear tests evidenced by its presence even during the preoperational phase of the monitoring program at CNS. From this monitoring program we conclude that operations of the CNS have no impact on the envircnment for food and feed crops. i l 63

TTELEDYNE ISCTCPcS L. FISH (See Tables L-1, L-2) STATIONS 23. 35 Fish samples were analy:ed for gross beta, Sr-39, St-90 and 13 gamma emitters during 1979. Comparing these results with data monitored from 1973 through 1976 by Teledyne Isotopes there was no significant change of radioactivities. Since no change during these periods in the radioactivities have been observed we conclude that no detectable nuclear plant releases have been ingested by fish samples. Thus the impac of operations of CSS is below detectable levels. A 65

Stations 61, 74 (Nearest Producers) Milk sacples from the nearest producers and frca commercial producers were monitored for Sr-S9, Sr-90, I-131, Ca(elem) and ga==a emitters. No differences are observed between the samples cell ..ed from the two SourCOs. Also no differences in levels of radionuclides in milk are apparent between the 1979 collections and previous collecticas of 1973-1976 nonitored for CNS by Teledyne Isotopes. STATIONS 12, 13, 2S Two of the radionuclides monitored in river water are gross beta-dissolved and suspended. All measurements during 1979 are in agreement with the CSS program conducted by Teledyne Isotopes during 1973-1976 with one exception. The suspended gross beta is higher at Station 12 (03/20 collection) than previously recorded. A high suspended gross beta and also a high suspended gross alpha resulted from the collection of silt stirred up during sample collection. The Missouri River was flooding as a result of Spring runoff while the March samples were being collected. The high water levels cccurred during t'te week of 3/19/79. The possibility of this waterborne high gross beta being plant related is not supported by the other measurements on river water. The dissolved gross beta and dissolved gross alpha are in close agreement with measure-ments conducted from 1973 through 1976 (REF. 1). In addition no Sr-S9 nor the eighteen listed gamma emitters were detected in river water. These measurements indicate that the river water samples monitored during 1979 contained no detectable CNS plant radionuclides. Additional verification of no detectable releases is the low range of H-3 activity which was from 190 to 380 pCi/ liter. 77 t.

ANDIALS-RABBITS (See Tables Q-1 and Q-2) STATION 2S S 35 Rabbit samples were analyzed fo.- Sr-S9, Sr-90 in the fecur, I-131 in the thyroid and K-40 by gimma spectroscopy in the meat. Sr-90 was detected in both samples at activities duplicating the results monitored during 1973 through 1976. Similarly K-40 was measured at the same activity as reported previously. The results of the monitoring cf rabbit samples indicate that no nuclear plant releases were detectable in animal samples resulting from operations o f C.NS . S1
