ATTACHMENT 2 TO LETTER L-90-391 The Turkey  Point Fossil Power Plant is currently in the process of regrading the fuel oil storage tank area to direct rainwater runoff toward a sump with an emergency overflow to the cooling canal system. This project has been permitted by Dade County's Department of Environmental Resources Management (DERM) and is being constructed by a local contractor.
On September    6, 1990, the contractor was discovered pumping rainwater from the sump to the turning basin which is in Biscayne Bay. Plant personnel directed the contractor to cease pumping water immediately. After further investigation, FPL was informed that a six inch pump was used to pump the rainwater at a rate of approximately 1100 gallons per minute for 15 minutes. Thus a total of 16,500 gallons of rainwater was pumped to the turning basin. No sheen or any other adverse environmental impacts were observed.
The  contractor has been advised that all dewatering activities require proper permitting and that discharges without proper permits to waters of the United States are not allowed at Turkey Point. The general specification for contractors and the FPL General Terms and Conditions, parts 13 and 16 require contractors to obtain their own permits and to abide by state and Federal requirements.
