The fourth proposed change is necessary because the position of Radiation Protection/Chemistry Manager has been eliminated and the Radiation Protection Engineer and Chemistry Engineer titles have been changed to Radiation Protection Manager and Chemistry Manager. III. JUSTIFICATION FOR THE PROPOSED CHANGES These changes are justified by the business decision that was made to separate the Nuclear Department from the Electric Business Unit and establish the Nuclear Department as its own separate business unit, thereby being renamed the Nuclear Business Unit. As a result of the organizational changes, the Chief Nuclear Officer became a direct report to the Chairman of the Board and Chief Executive Officer.   • e ATTACHMENT 1 PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS LICENSE AMENDMENT APPLICATION CHANGE ADMINISTRATIVE CONTROLS TO REFLECT ORGANIZATIONAL CHANGES SALEM GENERATING STATION UNITS 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 NLR-N94231 DOCKET NOS. 50-272 AND 50-311 LCR 94-46 I. DESCRIPTION OF THE PROPOSED CHANGES The proposed amendment would revise the Administrative Controls Section (6.0) of the Technical Specifications (TS) for Salem Generating Station, Unit Nos. 1 and 2, to reflect organizational.changes and resultant management title changes. As indicated on the marked-up pages in Attachment 2, PSE&G requests that:
1) Vice President and Chief Nuclear Officer be replaced with Chief Nuclear Officer and President - Nuclear*

Business Unit in TS 6.1.2, 6.2.1.c, 6.5.2.4.3.g, 6.5.2.4.4.a, 6.5.2.4.4.b, 6.5.2.6, 6.6.1.b, 6.7.1.b, and 6.7.i.d.

2) Vice President and Chief Nuclear Officer be replaced with Vice President - Nuclear Operations in TS 6.5.1.8.b, and 6.5.1.9.
3) General Manager - Quality Assurance and Nuclear Safety be replaced with Director - Quality Assurance and Nuclear Safety Review in TS 6.5.1.8.b, *6.5.1.9, 6.5.2.2, 6.5.2.4.3.g, 6.7.1.b, 6.7.1.d.
4) Technical Specification 6.5.1.2 be revised such that the Radiation Protection/Chemistry Manager position is eliminated, the Radiation Protection Engineer title is changed to Radiation Protection Manager, and the Chemistry Engineer title is changed to Chemistry Manager. : Both the Radiation Protection Manager and the Chemistry Manager will be Station Operations Review Committee (SORC) Members.

II. REASON FOR THE PROPOSED CHANGES The first, second, and third prop6sed changes are necessary because the Nuclear Department has been declared a separate Business Unit, thereby being renamed the Nuclear Business Unit. As a result, the title of Vice President and Chief Nuclear Officer has been changed to Chief Nuclear Officer and President - Nuclear Business Unit. Consistent with Vice Page 1 of 4

Also, the title of General Manager -

Quality Assurance and Nuclear Safety has been renamed to Director - Quality Assurance and Nuclear Safety Review.

The fourth proposed change is necessary because the position of Radiation Protection/Chemistry Manager has been eliminated and the Radiation Protection Engineer and Chemistry Engineer titles have been changed to Radiation Protection Manager and Chemistry Manager.

III. JUSTIFICATION FOR THE PROPOSED CHANGES These changes are justified by the business decision that was made to separate the Nuclear Department from the Electric Business Unit and establish the Nuclear Department as its own separate business unit, thereby being renamed the Nuclear Business Unit. As a result of the organizational changes, the Chief Nuclear Officer became a direct report to the Chairman of the Board and Chief Executive Officer.

Subsequently, the responsibilities of the Chief Nuclear Officer were increased. Therefore, the title was changed from Vice President and Chief Nuclear Officer to Chief Nuclear Officer and President - Nuclear Business Unit.

Consistent with the Vice President - Nuclear Operations having overall responsibility for station operation, TS 6.5.1.8.b and 6.5.1.9, which address SORC Authority, Records, and Reports, will be the responsibility of the Vice President - Nuclear Operations.

Also, the title of General Manager - Quality Assurance and Nuclear Safety will be changed to Director - Quality Assurance and Nuclear Safety Review. There will be no change in the responsibilities of the position.

In addition, the position of Radiation Protection/Chemistry Manager was eliminated and its functions assumed by the positions of Radiation Protection Manager and Chemistry Manager. Both the Radiation Protection Manager and the Chemistry Manager will satisfy the same SORC membership requirements established previously for the Radiation Protection/Chemistry Manager and the Radiation Protection or Chemistry Engineer.

SIGNIFICANT HAZARDS CONSIDERATION EVALUATION PSE&G has, pursuant to 10CFR50.92, reviewed the proposed amendment to determine whether the request involves a significant hazards consideration. We have determined that operation of the Salem Generating Station, Unit Nos. 1 and 2, in accordance with the proposed changes:

1. Will not involve a significant increase in the probability or consequences o.f an accident previously evaluated.

The proposed management title changes from Vice President and Chief Nuclear Officer to Chief Nuclear Officer and President - Nuclear Business Unit or Vice President - Nuclear Operations, and from General Manager - Quality Assurance and Nuclear Safety to Director - Quality Assurance and Nuclear Safety Review, and the proposed change to eliminate the Radiation Protection/Chemistry Manager and establish the Radiation Protection Manager and Chemistry Manager, are administrative in nature and do not affect assumptions contained in the plant safety analysis, the physical design and/or operation of the plant, nor do they affect Technical Specifications that preserve safety analysis assu.mptions. Therefore, the proposed changes do not involve a significant increase in the probability or consequences of an accident previously evaluated.

2. Will not ere.ate the possibility of a new or different kind of accident from any accident previously

.evaluated.

The changes being proposed are purely administrative and will not lead to material procedure changes or to physical modifications. Therefore, the proposed changes do not create the possibility of a new or different type of accident from any accident previously evaluated.

3. Will not involve a significant reduction in a margin of safety.

The changes :being proposed are administrative in nature and do not relate to or modify the safety margins defined in ar~ maintained by the Technical Specifications. The changes discussed herein do not Page 3 of 4

Therefore, the proposed changes do not involve a significant reduction in a margin of safety.

V. CONCLUSION As discussed above, PSE&G has concluded that the proposed changes to the Technical Specifications do not involve a significant hazards consideration since the changes: (i) do not involve a significant increase in the probability or consequences of an accident previously evaluated, (ii) do not create the possibility of a new or different kind of accident from any accident previously evaluated, and (iii) do not involve a significant reduction in a margin of safety.
