VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: CREDITING PREVIOUSLY COMPLETED ADS BLOWDOWN FIRST THREE PLANT TESTS (LAR 19-006) (EPID L-2019-LLA-0096)
Dear Mr. Whitley:
In response to your application dated April 26, 2019, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 165 and 163 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The requested amendments credit the results of the design-specific pre-operational ADS Blowdown test performed in China on new AP1000 power reactor facilities at Sanmen Units 1 and 2 and Haiyang Unit 1 for use in developing the licensing bases for VEGP Units 3 and 4.
The amendments consist of changes to the COL Conditions and Updated Final Safety Analysis Report (UFSAR).
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific Design Control Document Tier 2* and Tier 2 information related to the design-specific pre-operational Automatic Depressurization System Blowdown Test, described in UFSAR Subsections 14.2.5 and 14.2.9.1.3 as a first three plant only test. Specifically, these amendments authorize changes to COL Condition 2.D.(2)(a) to credit the previously completed ADS Blowdown first three plant only tests performed at the new AP1000 power reactor facilities at Sanmen Units 1 and 2 and Haiyang Unit 1 and revise the COL to delete conditions requiring that the design-specific pre-operational ADS Blowdown test be conducted on VEGP Units 3 and 4.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments, is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
