i 1.0 NARRATIVE

SUMMARY

OF DEFUELING OPERATING EXPERIENCE AND MAJOR SAFETY RELATED MAINTENANCE The reactor remained shutdown the entire month of September,.

1989, following Public Service Co. of Colorado's decision to .end nuclear operation at Fort St. Vrain.

Preparations for defueling and decommissioning are proceeding.

On September 6, 1989, steam was discovered in the Instrument Air System.' Both service air'and auxiliary steam were lined up to atomize fuel oil during outside auxiliary boiler startup activities. Steam pressure built up greater than service ~ air pressure and the check valve in the service air line failed, allowing steam into the service air system. An additional valve -

failure allowed the steam to enter the 'B' header of the

i. Instrument Air System. This event has been investigated and reported to the Nuclear Reguietory Commission in Licensee Event Report 89-019.
