PRM-51-10 MA Attorney General Petition U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001 Attn: Rulemakings and Adjudications Staff.

RE: Docket No. PRM-51 Support The Massachusetts Attorney General's Petition for Rulemaking- Spent Fuel My wife Charlotte and I support the Massachusetts Attorney Generals Petition for Rulemaking on the effects of the spent fuel at the Pilgrim reactor in our town.

We feel the Nuclear Regulatory Commission should: Consider the new and significant information showing that NRC incorrectly characterized the environmental impacts of spent fuel storage as insignificant. We also feel the NRC should revoke the regulations codifying that incorrect conclusion. We'd like a determination that the environmental impacts of high-density pool storage of spent fuel are significant, and require that an EIS be prepared addressing the environmental impacts of high-density pool storage of spent fuel at that nuclear plant and a reasonable array of alternatives for avoiding or mitigating those impacts.

We live in a different post 9/11 world and the NRC must recognize that that nuclear power plants are on terrorist lists. President Bush acknowledges that.

Sincerely, Edward & Charlotte Russell 725 Long Pond Road Plymouth, MA 02360=
