On October 26, 2006 the Nuclear Regulatory Commission (NRC) published a Federal Register Notice, asking for public comment on the agency's proposed rule regarding power reactor security requirements found in 10 CFR Parts 50,72 and 73. The proposed rule would amend the current security regulations and add'new security requirei ments pertaining to nuclear power reactors, as well as adding new security requirements for Category I strategic. special nuclear materials facilities. The original deadline for submitting public comments was January 9, 2007. This deadline was extended 60 days to February 23, 2007 in response to a request by the Nuclear Energy Institute made on November 16,_2006. - .
A Category 3 NRC public meeting on this proposedrule scheduled for Wednesday, February 14, 2007 was postpOned due to inclement. weather. According to the NRC Staff contact for this meeting, the purpose was to "clarify any aspects of the proposed rule that may/be confusing to stakeholders.. By clarifying these areas, we hope to enable more informed public 'comment?." Due in large part to the postponement of this, meeting and the additional information it would have provided, to stakeholders, we are writing to request an additional 60 day extensionrof the corhiment 'period to allow full public participation in the rulemaking process. Given the length of the proposed rule (over 100 pages),and the extensive supporting documents that must be reviewed, webelieve our
.request is entirely reasonable. If our request is, granted, we are assuming the aforementioned public meeting will be rescheduled and take place before the new comment period deadline is, reached.
