NORTH ANNA POWER STATION UNIT 1 WITHDRAWAL OF RELIEF REQUEST NDE-004 FOR THE FOURTH INTERVAL lSI PROGRAM In a letter dated October 17, 2008 (Serial No. 08-0595), Dominion submitted the North Anna Power Station Unit 1 inservice inspection (lSI) program for the fourth inservice inspection (lSI) interval applicable to Class 1, 2 and 3 components and component supports. The lSI Plan described the programmatic aspects of the lSI examinations of components and component supports. Included with the program were requests for alternatives or relief from the specific code requirements in accordance with 10 CFR 50.55a(a)(3(i) and/or (ii) or 10 CFR 50.55a(g)(5)(iii).

In an April 8, 2009 phone call, the NRC staff requested additional information to complete their review of Relief Request NDE-004. NDE-004 requested relief to allow Service Water System through-wall leaks to be repaired during the next scheduled Service Water header outage. Scheduling the repair was not to exceed 18 months, and not limited by the schedule for the next refueling outage. Dominion letter dated May 4, 2009 (Serial No.09-266) provided Revision 1 to Relief Request NDE-004, which included the additional information. In an August 4,2009 phone call, the NRC staff expressed a modified position regarding the application of a blanket relief request to address Service Water System through-wall leaks for the fourth interval. The staff now indicated that relief for the repair of Service Water System through-wall leaks will be evaluated by the NRC on a case by case basis. Therefore, Dominion is withdrawing Revision 1 to Relief Request NDE-004 at this time.
