| The purpose of this letter is to transmit the U.S. Army Corps of Engineers (USAGE) portion of the Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley) flood hazard reevaluation (FHR) associated with the assessment of flood hazards due to flooding in streams and rivers, including potential site flooding due to dam failure. By letter dated September 26, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 13274A343), Southern Nuclear Operating Company, Inc. (SNC, the licensee) requested assistance from the U.S. Nuclear Regulatory Commission (NRG) in obtaining information from the USAGE to support SNC's development of a report documenting the FHR in response to the March 12, 2012, request for information (ADAMS Accession No. ML 12073A348). The NRG staff held meetings to discuss the details of the information being provided by USAGE with SNC and the USAGE on the following dates:
| |
| * April 29, 2014 (summary at ADAMS Accession No. ML 14133A039)
| |
| * March 4, 2015 (summary at ADAMS Accession No. ML 15092A 114) These meetings were closed to the public due to the discussion of security-related information. The licensee supplemented its September 26, 2013 letter, requesting details from the USAGE by letters dated May 6, 2014 (ADAMS Accession No. ML 14127A178), and March 13, 2015 (ADAMS Accession No. ML 15084A588) as a result of the discussions at these meetings. By letter dated February 28, 2014 (ADAMS Accession No. ML 14072A486), SNC requested permission to submit its report documenting the FHR 120 days after receipt of the information from the USAGE. The NRG staff held a public meeting on May 16, 2014 to discuss the extension (summary can be found at ADAMS Accession No. ML 14134A031). By letter dated May 21, 2014 (ADAMS Accession No. ML 14141A629), SNC provided a supplement to this request that addressed site-specific information requested by the NRG staff. Following receipt of this supplement, by letter dated July 17, 2014 (ADAMS Accession No. ML 1417 4A938), the NRG staff approved SNC's request to submit the report documenting the FHR at the Farley site 120 days after receipt of the USAGE information. Enclosures 1, 2, and 3 to this letter contain Security-Related Information. When separated from the enclosures, this letter is DECONTROLLED. In addition, the July 17, 2014, letter states that if the USAGE results show that the design-basis flood levels at the Farley site are exceeded by the flood levels resulting from the FHR, SNG must submit its planned interim actions to address the higher flood level to the NRG within 60 days of receipt of the USAGE information. The enclosures to this letter contain the following: (1) a brief description of the enclosed files; (2) summary tables of the results; and (3) the results of the USAGE FHR developed in accordance with Japan Lessons-Learned Directorate (JLD) interim staff guidance (ISG) JLD-ISG-2013-01, "Interim Staff Guidance For Assessment of Flooding Hazards Due to Dam Failure," Revision 0, dated July 29, 2013 (ADAMS Accession No. ML 13151A153). Enclosure 2 contains the relevant USAGE results at Farley, which SNG needs to consider as part of their flood hazard evaluation report. The USAGE results are based on the guidance JLD-ISG-2013-01 and on the USAGE knowledge of the river system. Enclosure 3 is a DVD containing the results at the river mile locations SNG requested as documented in the September 26, 2013, letter and supplemented by the May 6, 2014, and March 13, 2015, letters. The USAGE results contained in Enclosure 2 are a subset of the information contained in Enclosure 3. SUBJECT:
JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 - TRANSMITTAL OF U.S. ARMY CORPS OF ENGINEERS FLOOD HAZARD REEVALUATION INFORMATION (TAC NOS. MF3037 AND MF3038)
Dear Mr. Pierce:
The purpose of this letter is to transmit the U.S. Army Corps of Engineers (USAGE) portion of the Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley) flood hazard reevaluation (FHR) associated with the assessment of flood hazards due to flooding in streams and rivers, including potential site flooding due to dam failure. By letter dated September 26, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13274A343),
Southern Nuclear Operating Company, Inc. (SNC, the licensee) requested assistance from the U.S. Nuclear Regulatory Commission (NRG) in obtaining information from the USAGE to support SNC's development of a report documenting the FHR in response to the March 12, 2012, request for information (ADAMS Accession No. ML12073A348). The NRG staff held meetings to discuss the details of the information being provided by USAGE with SNC and the USAGE on the following dates:
These meetings were closed to the public due to the discussion of security-related information.
The licensee supplemented its September 26, 2013 letter, requesting details from the USAGE by letters dated May 6, 2014 (ADAMS Accession No. ML14127A178), and March 13, 2015 (ADAMS Accession No. ML15084A588) as a result of the discussions at these meetings.
By letter dated February 28, 2014 (ADAMS Accession No. ML14072A486), SNC requested permission to submit its report documenting the FHR 120 days after receipt of the information from the USAGE. The NRG staff held a public meeting on May 16, 2014 to discuss the extension (summary can be found at ADAMS Accession No. ML14134A031). By letter dated May 21, 2014 (ADAMS Accession No. ML14141A629), SNC provided a supplement to this request that addressed site-specific information requested by the NRG staff. Following receipt of this supplement, by letter dated July 17, 2014 (ADAMS Accession No. ML14174A938), the NRG staff approved SNC's request to submit the report documenting the FHR at the Farley site 120 days after receipt of the USAGE information.
Enclosures 1, 2, and 3 to this letter contain Security-Related Information. When separated from the enclosures, this letter is DECONTROLLED.
OFFICIAL USE ONLY SECURITY RELATED INFORMATION
OFFICIAL USE ONLY SECURITY RELATED INFORMATION G. Pierce In addition, the July 17, 2014, letter states that if the USAGE results show that the design-basis flood levels at the Farley site are exceeded by the flood levels resulting from the FHR, SNG must submit its planned interim actions to address the higher flood level to the NRG within 60 days of receipt of the USAGE information.
The enclosures to this letter contain the following: (1) a brief description of the enclosed files; (2) summary tables of the results; and (3) the results of the USAGE FHR developed in accordance with Japan Lessons-Learned Directorate (JLD) interim staff guidance (ISG)
JLD-ISG-2013-01, "Interim Staff Guidance For Assessment of Flooding Hazards Due to Dam Failure," Revision 0, dated July 29, 2013 (ADAMS Accession No. ML13151A153).
