Ladies and Gentlemen:
On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 1 of Reference 1 requested each addressee perform a Flood Hazard Reevaluation (FHR).
In order to fully perform this reevaluation for the Joseph M. Farley Nuclear Plant site, Southern Nuclear Operating Company (SNC) requests that specific information be obtained by the NRC from the U.S. Army Corps of Engineers (USACE) and be provided to SNC. SNC has been told by the USACE that all requests for information from the USACE should be made through the NRC. This SNC request is similar to the request made by the Ft. Calhoun Nuclear Station on August 26, 2013 which was responded to by the NRC on September 17, 2013 (ML13241A216). The requested information will be used to determine how the USACE dams will be modeled under probable maximum flood (PMF) and dam failure conditions. The requested information as well as the contact at the U.S. Army Corps of Engineers is included in the Enclosure.
ADDI
U.S. Nuclear Regulatory Commission NL-13-2123 Page 2 Please note that the data provided in response to this request for information is necessary to complete the FHR. As provided in Section 1.5.3 of Reference 2, if a federally owned dam is identified as critical to the flooding reanalysis, the licensee should contact the NRC promptly. The NRC will act as the interface between these agencies and the licensees. Reference 2 also states that to the extent that these analyses are applicable, they should be used in the Recommendation 2.1 flooding reanalysis.
The FHR for the Joseph M. Farley Nuclear Plant is due to the NRC on or before March 12, 2014. In order to meet all the requirements of Reference 1 by that date, SNC requests that the information detailed above be provided back to SNC no later than October 23, 2013.
This letter contains no NRC regulatory commitments.
If you have any questions, please contact John Giddens at 205.992.7924.
Respectfully submitted, C.R. Pierce Director - Regulatory Affairs CRP/JMG
