Dear Andrea:

On behalf of the New York State Energy Research and Development Authority (NYSERDA), I wish to express my thanks to you and your colleagues for a productive and thoughtful pre-amendment meeting on August 9, 2018 about the future of Operating License CSF-1 at the Western New York Nuclear Service Center (West Valley). We believe the discussion was helpful not only for our own participants, but also our stakeholders.

In particular, we appreciate your offer, with counsel, to provide a letter supporting your view of the health and safety licensing provision we discussed. Upon receipt of that letter, we will be positioned to discuss next steps towards clarifying NYSERDAs authority to perform needed site maintenance work at West Valley in furtherance of our obligations to our host community and neighbors.
