Dear Ms. Kuhls:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the Parent Company Guarantee dated July 27, 2018, which included the Master Standby Trust Agreement dated October 22, 2013 and the letter from the Chief Financial Officer certifying that the financial test has been met. Based on our review, the NRC staff has determined that the financial assurance mechanisms and supporting documentation conforms to NRC guidance. Based on our approval of the Parent Company Guarantee dated July 27, 2018, we are returning a previously submitted Parent Company Guarantee dated March 30, 2018 (enclosed).

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the NRCs Agencywide Documents Access and Management System (ADAMS), accessible from the NRCs website at http://www.nrc.gov/reading-rm/adams.html.
