AMENDMENT NO. 39 TO RADIOACTIVE MATERIALS LICENSE FOR REUTER-STOKES, LLC, NRC MATERIALS LICENSE NO. SNM-1826
Dear Kimberly A. Kuhls:
Enclosed is Amendment No. 39 to your U.S. Nuclear Regulatory Commission (NRC) Materials License No. SNM-1826. We reviewed the supporting documents for your license financial assurance instrument, the annual financial test for the year of 2023 (letter dated March 28, 2024) and the three-year adjusted decommissioning funding plan dated September 15, 2021 (received April 23, 2024) (NRCs document system, Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML24092A169 and ML24114A288 (non-public), respectively). Based on the review, the NRC staff has determined that the financial test and the decommissioning funding plan conform to NRC guidance in NUREG-1757, Volume 3, Revision 1, Financial Assurance, Recordkeeping, and Timeliness. Additionally, we corrected License Condition No. 11.B. changing the reference for authorized users from Condition 12.A.
to Condition No. 13.

An environmental assessment for this action is not required because this action is categorically excluded under Title 10 of the Code of Federal Regulations (CFR) Section 51.22(c).
You will be periodically inspected by NRC. Failure to conduct your program in accordance with NRC regulations, license conditions, and representations made in your license application and supplemental correspondence with NRC will result in enforcement action against you. This could include issuance of a notice of violation; or imposition of a civil penalty; or an Order suspending, modifying, or revoking your license as specified in the NRC Enforcement Policy.
Since serious consequences to employees and the public can result from failure to comply with NRC requirements, prompt and vigorous enforcement action will be taken when dealing with licensees who do not achieve the necessary meticulous attention to detail and the high standard of compliance that NRC expects of its licensees.
The NRCs Safety Culture Policy Statement became effective in June 2011. While a policy statement and not a regulation, it sets forth the agencys expectations for individuals and organizations to establish and maintain a positive safety culture. You can access the policy June 17, 2024
