Dear Mr. Campbell:

The U.S. Nuclear Regulatory Commission (NRC) has forwarded the enclosed ANotice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration Determination, and Opportunity for a Hearing,@ to the Office of the Federal Register for publication.

This notice relates to your application dated October 26, 2007, in which you request to revise the Technical Specifications (TSs) for Watts Bar Nuclear Plant Unit 1. The proposed changes would revise the requirements related to control room envelope habitability in accordance with the NRC-approved TS Task Force (TSTF) Change Traveler TSTF-448, "Control Room Habitability," Revision 3.
