Dominion Response:AsaresultoftheApril8,2010teleconferencebetween representativesoftheNRCandDominion,itisunderstoodthatreliefwillberestrictedtoonlythosepumpsthathaveatleastoneVrvaluethatiscurrentlybelow0.05ips.Therefore,NorthAnnaPowerStationwillrevisePumpReliefRequestsNo.

P-1forNorthAnnaUnits1and2,themeasuredreferencevalueswillbeverifiedandconfirmedtobelessthan0.05ipsforthepumpslistedinthe revisedreliefrequests.RAIP-1-3:PumpReliefRequest No.P-1,Section4.0,ReasonforRequest,doesnotincludeinformationon(1)bearingtemperaturemeasurementandtrending;(2) thermographyanalysis;and(3)enhancedvibrationmonitoring,aspartofNAPSPredictiveMaintenanceProgram(PdM).PleaseconfirmthatthePdMatNAPS,Units1and2includesinformationsuchasbearingtemperaturetrending, thermographicanalysis,andenhancedvibrationmonitoring.DominionResponse:Referencestobearingtemperaturemeasurementandtrending,and thermographyanalysiswerenotincludedinPumpReliefRequestNo.
P-1becausethesemonitoringassessmentsarenotperformedroutinely,butratherareusedonalimitedbasisfor diagnosticevaluations.Therefore,itwasconcludedthatthedescriptioninSection4.0,ReasonforRequest, wasmoreaccuratelyconveyedwithoutcreditingthese diagnostic activities.Forvibrationmonitoring,theNAPSPdMprogramemploystechniquesusedtypicallyformonitoringandanalysisofplantrotatingequipment.Thistechnologyanalyzesandtrendsdisplacement, veocity,andaccelerationvibrationpatternstopredicttheneedtocorrectproblemsinrotatingequipmentsuchasdegradedbearings,improperalignments,andout-of-balanceorworncomponentspriortoequipmentfailure.Thisenhancedvibrationmonitoringprogramisappliedtothe 1STprogrampumps.RAIP-1-4:PumpReliefRequestNo.P-1,Section7.0,Precedents,thelastparagraph,statesthat"NotethatRelief Request P-1appliestoallpumpswithinthegrouplistedinTableP-1.Pumps1-CH-P-1B,1-HV-P-20Cand1-RS-P-3BforNAPSUnit1,and2-CH-P-1A,2-CH-P-1C,2-FW-P-3B,2-HV-P-20Cand 2-SI-P-1BforNAPSUnit2donothaveameasuredreferencevaluebelow0.05ipsforaparticularvibrationlocationbutareincludedinthereliefrequestscope."Pleaseprovidethemeasuredreferencevaluesforthesepumps.

Dominion Response:NorthAnnaPowerStationwilltrendthemeasureddatadescribedinPumpReliefRequestNo.P-5asrequiredbyISTB-6000.RAI-P-6-1:PumpReliefRequestNo.P-6,Section4.0,ReasonforRequest,ISTB-3300(e)(1),firstparagraph,fourthlinestatesthatthe"TheLOCAcontainmentanalysisflowrateof3350gpmwillbeusedasthepumpdesignflow."IntheNAPS,Units1and2previous(third) 10-year 1STprogram,thedesignflowusedforthesepumps1-RS-P-2A12Band 2-RS-P-2A12Bwas3640gpm.Pleaseexplainthedifferentdesignflowvaluesforthese pumps.Dominion Response:Thethirdinterval 1STprogramreliefrequestreferencestwoflowrates,thedesignflowrateof3640gpm,andthesafetyanalysisflowrateof3450gpm.Thedesignflowrateof3640gpmisrelatedtothepumpcapacity.ThesafetyanalysisflowrateshouldbeconsideredthepumpdesiqnflowratereferencedintheASMEOMCode,SubsectionISTBbecausethisistheflowratethepumpmustdelivertosatisfythe assumptionsmadeinthesafetyanalysis.Thesafetyanalysisminimumflowratewasreducedfrom3450gpmto3350gprnbecauseoftheincreaseddesignbasisheadlossesonthesuctionsideofthepumpsasaresultoftheNRCGSI-191containmentsumpstrainermodifications.The UFSARsafetyanalysiswaschangedtoreflectthereductioninthedeliveredflowrequirementsfortheoutsiderecirculationspraypumps.
