Dear Sir:
The decommissioning activities described in the Decommissioning Plan for the Leslie C. Wilbur Nuclear Reactor Facility at the Worcester Polytechnic Institute, Document W19-1579-003, Revision 1, September 2009, have been completed.
The objective of that plan was to remove radiological materials and equipment associated with WPI's licensed operations, such that radiological conditions satisfy NRC criteria for unrestricted use of the facility and thus permits termination of the NRC license. A Final Status Survey (FSS) was performed for the reactor facility, in accordance with WPI's NRC approved FSS Plan. The results of the FSS demonstrate that the criteria set forth in WPI's DP have been satisfied.
The report documenting the results of the FSS is enclosed.
As such, WPI hereby requests termination of its USNRC License R-61.The results of the FSS indicate that the facility meets the criteria for termination of the R-61 license, as established in WPI's decommissioning plan (DP). All individual radiological measurement determinations made throughout the facility for surface contamination (both total and removable) were found to be less than the criteria established in the DP. Likewise, sample results for concrete, metallic liners, soil and sediment were found to be less than the volumetric radionuclide concentration criteria established in the DP. Additionally, all resulting radioactive wastes have been removed from the facility, with documentation regarding its removal and disposition provided in the enclosed FSS Report.
