Wilbur Nuclear Reactor Facility (License R-61), I am submitting the Annual Operating Report for 2008 The WPI reactor is a non-power, university-based, teaching reactor. Prior to its shutdown a year and a half ago at the end of June, 2007, it was used primarily in the academic mission of Worcester Polytechnic Institute, for the instruction of students, and in occasional scholar research.

2008 Annual Operating Report Worcester Polytechnic Institute Leslie C. Wilbur Nuclear Reactor Facility License R-61 Docket No. 50-134 I. OperationsSummary:

(a) Changesinfacility design Therewere no changesin the facility designduring 2008.

(b)Performancecharacteristics The reactorwas not operatedin 2008. Sincethe end of Juneof 2007, the reactorhasbeenin shutdownmode,with the fuel locatedin storage positionsin the pool. The operationof all reactorsafetysystem componentswasnonnal during 2008.

(c) Changesin operatingprocedures No changes were made to operating procedures in 2008. A Possession Only License Amendment was received on 9-2-08 which removes authority for WPI to operate the reactor, authorizes possessiononly of the reactor, and amendsthe technical specifications to remove operational requirements.

(d)Abnormal results of surveillance tests and inspections Therewere no unusualfindings from the performanceof surveillancetests or inspections.

(e) Personnel changes in Reactor Facility Director, Health Physicist, or Radiation, Health, and Safegards Committee members No personnelchangesweremadein 2008.

III. UnscheduledShutdowns No unscheduledshutdownswereperformedin 2008.

IV. Maintenance No maintenance was performed in 2008.

V. Changes,Tests,and Experiments Pursuant to 10CFR 50.59 No testsor experimentswereperformedin 2008,including anyrequiring evaluationpursuantto 10 CFR50.59.

VI. Radioactive Effluents Release No liquids or gaseswerereleasedin 2008.
