Wilbur Nuclear Reactor Facility (License R-61), I am submitting the Annual Operating Report for 2009.

The WPI reactor is a non-power, university-based, teaching reactor. Prior to its shutdown two and a half years ago at the end of June 2007, it was used primarily in the academic mission of Worcester Polytechnic Institute, primarily for the instruction of students and occasionally for research.

2009 Annual Operating Report Worcester Polytechnic Institute Leslie C. Wilbur Nuclear Reactor Facility License R-61 Docket No. 50-134 I. Operations Summary:

(a) Changes infdcility design There were no changes in the facility design during 2009.

(b) Performance characteristics The reactor was not operated in 2009. Since the end of June of 2007, the reactor has been in shut down mode, with the fuel located in storage positions in the pool. The DOE removed the Pu-Be starter source from campus on 12-7-09. The operation of all reactor safety system components was normal during 2009.

(c) Changes in operatingprocedures No changes were made to operating procedures in 2009. A Possession Only License Amendment was received on 9-2-08 which removes authority for WPI to operate the reactor, authorizes possession only of the reactor, and amends the technical specifications to remove operational requirements.

(d) Abnormal results of surveillance tests and inspections There were no unusual findings from the performance of surveillance tests or inspections.

(e) Personnelchanges in Reactor FacilityDirector, Health Physicist,or Radiation, Health, and Safegards Committee members No personnel changes were made in 2009.

II. Power Generation (kilowatt-hours) 2009 Output: 0 (unchanged for past 2.5 years)

III. Unscheduled Shutdowns No unscheduled shutdowns were performed in 2009.

IV. Maintenance 3-12-09 Fixed routine leak in demineralizer valve #7/#19. -

10-15-09 Replaced demineralizer primary filter, pre-filter, and UV sterilizer.

V. Changes, Tests, and Experiments Pursuant to 10CFR 50.59 No tests or experiments were performed in 2009, including any requiring evaluation pursuant to 10CFR 50.59.

VI. Radioactive Effluents Release 7-2-09 Routine discharge into the sewer of 80 gallons of pool water from the overflow tank. No radioactivity was detected in the water, so it was discharged in accordance with 10 CFR 20.2003 and 105 CMR 120.253.
