Background

On February 12, 2015, DTE Electric Company (DTE) submitted a request for authorization for use of the MURUROA supplied air suits, Models MTH2 and V4F 1, and the MURUROA BLU Suit Systems, which have not been tested or certified by the National Institute for Occupational Safety and Health (NIOSH). On March 30, 2015, the U.S. Nuclear Regulatory Commission (NRC) requested that DTE provide additional information regarding the minimum supplied inlet air pressure to the MTH2 and V4F1 suits or revise the scope of the application regarding inlet air pressure to the suits. NRC requested that DTE "provide reliable test information that demonstrates that the MTH2 and V4F 1 will provide adequate air pressure to the suits sufficient to meet the minimum air flow and [carbon dioxide] C02 build up limits of the [European Union]EU certification standard" or "revise the scope of the application to be within the test data provided." Response In accordance with NRC's request, DTE is revising the scope of the application to be within the test data provided regarding inlet air pressure to the MTH2 and V4FI suits. This change complies with the manufacturer's instructions.

This change will revise the first paragraph on Page 4 of Reference 2, Enclosure 1, Section 1.2.2 to state: Air hoses of any length can be used, but air shall be supplied to the suits at 85 PSI (6 bar). A regulator at the inlet is used to adjust the airflow. To ensure user safety, the regulator cannot shut off the air supply. There are two patented exhaust valves on the back of the suit, one behind the neck and one at the lower back. The exhaust valves prevent any aspiration of contaminants if supplied air is lost. The last paragraph in Reference 2, Enclosure 1, Section 1.2.4 on page 5 will be revised to state: DTE will follow the manufacturer's instructions for use ensuring that the minimum operating air pressure and airflow is being supplied to the suit prior to working in them, specifically ensuring that the minimum pressure will be monitored during regular use. Air hoses of any length can be used, but air shall be supplied to the MURUROA MTH2 and V4F1 at 85 PSI (6 bar). A regulator at the inlet can adjust the air flow. To ensure user safety, the regulator cannot shut off the air supply. The maximum noise level is kept between 76 decibels (dB) at maximum air flow and 58 dB at minimum air flow.
