EPA's Phase I and II regulations for 316(b), BTA, mitigation, cost-benefit, and the court cases In doing background research for Diablo Canyon, I came across this May 2009 document from the Chief Counsel of the California State Water Quality Control Board concerning 316(b), BTA, mitigation, cost-benefit, and the court cases on EPA's Phase I and II regulations.
