Cook Nuclear Plant Unit 1 Emergency License Amendment Request for One-Time Extension of Completion Time for Inoperable AC Source -Operating," dated October 11, 2016. By Reference 1, Indiana Michigan Power Company (l&M), the licensee for Donald C. Cook Nuclear Plant Unit 1, submitted an Emergency License Amendment Request (LAR) to amend the Appendix A Technical Specifications (TS) for Renewed Facility Operating License DPR-58. The proposed amendment would revise TS 3.8.1 to permit extending the Completion Time for one inoperable required offsite circuit to be restored to operable status from 72 hours to 100 hours. This LAR was requested because of damage to a section of a below grade Plastibeton cable raceway. This raceway contains the 34.5kV cables that feed the Train 'B' reserve feed to both Unit 1 and Unit 2. The damage was caused by a Taylor Machine Works Forklift that was traveling along the plant service road outside of the protected area when the left rear wheel broke through a section of a below grade cable raceway. Because of the tire penetrating the Plastibeton and coming to rest on the cables, there was the possibility of cable damage that would need to be repaired. |
| | The extended Completion Time was requested because of the uncertainty associated with any delays that would extend the estimated repair time of 71 hours. After removing the forklift from the damaged cable raceway and conducting engineering inspections and testing, it was determined the cables would need only minor repair that will be completed within the 72 hours Completion Time. As a result of this outcome, l&M has concluded that the proposed changes requested in Reference 1 are no longer necessary and is therefore requesting withdrawal of this LAR. Copies of this letter and its attachments are being transmitted to the Michigan Public Service Commission and Michigan Department of Environmental Quality, in accordance with the requirements of 10 CFR 50.91. , |
