Pursuant to 10 CFR 50.90, Indiana Michigan Power Company (l&M), the licensee for Donald C. Cook Nuclear Plant (CNP), is supplementing a request for an amendment to the Technical Specifications (TS) for CNP Unit 1 and Unit 2 made by Reference 1.
Reference 1 requests adoption of TSTF-577, Revision 1, "Revised Frequencies for Steam Generator Tube Inspections," which is an approved change to the Standard TS into the CNP Unit 1 and Unit 2 TS. This supplement to Reference 1 only applies to CNP Unit 2 TS and is to add a variation to Reference 1 for the TSTF-577 License Amendment Request (LAR).
Specifically, l&M is supplementing Reference 1 by making an addition to Enclosure 2, Section 2.2 Optional Changes and Variations. l&M is proposing one additional variation from the TS changes described in TSTF-577 or the applicable parts of the NRC staff's safety evaluation dated April 14, 2021.
U.S. Nuclear Regulatory Commission AEP-NRC-2022-02 Page 2 The supplement to Enclosure 2, Section 2.2 Optional Changes and Variations reads as follows:
- "In TS 5.5. 7.d.2, the Unit 2 TS currently include the words", except for a one-time extension for the Unit 2 Cycle 26 inspection to be deferred to be performed during the Cycle 27 refueling outage in Fall 2022 and will be performed thereafter at the frequency specified above." These words had previously been added to the CNP Unit 2 TS for a one time extension of the Unit 2 SG inspection, but will no longer apply upon approval of this request. These words will be removed. This change is administrative in nature and is included in the TS mark ups provided in Enclosure 4."
These differences are administrative and do not affect the applicability of TSTF-577 to the CNP Unit 2 TS. The TS mark ups provided in Enclosure 4 of Reference 1 had these words being removed. This supplement is to the Enclosure 2, Section 2.2 Optional Changes and Variations only.
l&M requests that the amendment be reviewed under the Consolidated Line Item Improvement Process. Approval of the proposed amendment is requested in accordance with the normal NRC review schedule for such changes. Once approved, the amendment shall be implemented within 60 days.
In accordance with 10 CFR 50.91, a copy of this application is being provided to the designated Michigan state officials.
