The attachment to this letter contains revised pages for our revised Instrument and Control (l&C) Technical Specifications (TS) change request which was submitted on February 22, 1994. 1) The first revision adds surveillance item 10 to Table 4.2.1 which requires verifying Safety Injection Tank (SIT) Level and Pressure each shift. This same surveillance requirement currently appears as item 13a of Table 4.1.2 in the Palisades TS. It was included in our November 15, 1991 l&C TS change request, but was inadvertently omitted from the February 22, 1994 revision.

Proposed pages 4-6 through 4-15 are included in the attachment to provide correct page numbering.

These pages replace pages 4-6 through 4-16 of the February 22, 1994 submittal.

2) The second revision adds three paragraphs to the basis for proposed section 3.17, under the heading "Minimum Operable Channels".

This addition of text was suggested by the NRC reviewer, Mr. Ahmed, as clarification of the proposed l&C section. The changes proposed in this letter do not alter the conclusions of the No Significant Hazards Analysis contained in our November 15, 1991 letter on this subject. A copy of this letter has been sent to the State of Michigan.
