OF TELEPHONE CONFERENCE CALL HELD ON MAY 14, 2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ARIZONA PUBLIC SERVICE COMPANY, CONCERNING DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on May 14, 2010, to discuss and clarify the staff's draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application. The telephone conference call was useful in clarifying the intent of the staff's draft RAI.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the draft RAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

ENCLOSURE 2 DRAFT REQUESTS FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION May 14, 2010

The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on May 14, 2010, to discuss and clarify the following draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application (LRA).

DRAFT Follow-Up RAI B2.1.33-2

Background

By letter dated April 1, 2010, the applicant responded to RAI B2.1.33-2 regarding degradation of the spray ponds of all three units.

Issue In response to RAI B2.1.33-2, the applicant explained that the condition of the structures "has been assessed and will be reworked prior to the Period of Extended Operation." The applicant further stated that Work Orders have been initiated and are being tracked in the Corrective Action Program. However, the applicant did not clearly explain what was meant by 'rework,' the criteria used to identify degradation which requires reworking, nor the timeframe of the rework.

Request 1. Explain specifically what is meant by 'rework'.

2. Provide a summary of the extent of the degradation and the planned repairs. Explain which locations of degradation are being reworked and the criteria used to select the locations.
3. Provide the schedule for the work, as well as a justification for the appropriate timeliness of the schedule.

Discussion The applicant stated that they only have a 'plan' for the repair or rework of the spray pond structure degradation and not a set schedule. The NRC staff agreed that this is acceptable; however, the staff specified that the response should include a discussion of all three unit's spray ponds. The applicant stated that the question is clear and will provide a supplemental response to RAI B2.1.33-2.

DRAFT Follow-Up RAI 4.7.8-1

Background===

In an RAI dated March 2, 2010, the staff asked RAI 4.7.8-1(b), which requested that the applicant provide a list of structures in the scope of license renewal that will be monitored on a different frequency or using different instrumentation than specified in UFSAR Section 2.5.4.13 and Table 2.5-19. In a response to the RAI dated April 2, 2010, the applicant stated that the Fire Water Pump House, the Transformer Foundations, and the Station Blackout Generator structures are not within the scope of the settlement program described in UFSAR Section 2.5.4.13. The applicant specified that the Structures Monitoring Program will monitor these structures for settlement on a 10-year frequency.

Issue The staff's review of the Structures Monitoring Program (B2.1.32) described in the license renewal application indicates that visual inspection is relied upon to detect age-related degradations, except for settlement monitoring, which uses the instrumentation specified in UFSAR Section 2.5.4.13. The Structures Monitoring Program does not discuss different instrumentation for monitoring settlement of the Fire Water Pump House, the Transformer Foundations, and the Station Blackout Generator Structures. Additionally, the 10-year frequency specified for monitoring these structures is not consistent with UFSAR Section 2.5.4.13 or ACI 349.3R recommendations.

Request Describe how the Structures Monitoring Program will be used to monitor settlement of the Fire Water Pump House, the Transformer foundations, and the Station Blackout Generator Structures during the period of extended operation. Provide justification for monitoring settlement of these structures on a 10-year frequency rather than a 5-year frequency specified in UFSAR and recommended in ACI 349.3R. If settlement of these structures is not in the scope of this time-limited aging analysis (TLAA), provide a technical basis for their exclusion.

Discussion Following discussion with the applicant, the staff determined that the request to, "provide justification for monitoring settlement of these structures on a 10-year frequency rather than 5 years -" is no longer necessary since the applicant stated that their response would discuss that these structures are not in the scope of the TLAA. The applicant will submit a supplemental response to RAI 4.7.8-1 and no formal RAI will be issued.
