Executive Summary for Integration changes to Radiological Emergency Response Plan (RERP) and Emergency Plan Implementing Procedures (EPIPs). On June 16, 2016, Fort Calhoun Station (FCS) issued the [Exelon Fleet] integrated procedures to replace the previous RERPs and EPIPs. This action fulfilled a commitment made to the NRC by Omaha Public Power District and Exelon as part of the Confirmatory Action Letter associated with our exit from Inspection Manual Chapter 0350. While the majority of changes made were formatting and numbering scheme related, a thorough review of Fleet processes was conducted and these "AA" procedures were converted into "FC" procedures.

In some cases, select methods and practices that were necessary for Fort Calhoun Station were not contained within the Fleet procedures; these components were added as "AD" or "F" documents as supplemental procedures. Converting the AA Fleet documents to FC, AD and F documents allows Fort Calhoun Station to maintain control of processes unique to our License. Each change was vetted through our 10CFR 50.54(q) screening process and in each case, there was no identified Reduction In Effectiveness (RIE) or negative impact on the Planning Standards or commitments.

This screening process also includes disciplinary reviews as well as input from the Fleet and qualified position members. The screening paperwork includes several pages of "Summary of Changes", which will identify each procedure change. Changes were grouped by procedure series in order to organize the revisions in a logical manner. A cross-matrix was also created to ensure that each " old" RERP/EPIP was accounted for in either a new procedure or procedures; was deleted; or was replaced as a User Aid. All tasks performed in the previous format continue to be performed under the new format.

-New procedure that provides guidance on how to complete prompt and accurate notifications to the local states and counties using the Event Notification Form (EP-FC-114-100-F-01).

This procedure supersedes elements of EPIP-OSC-2 Attachments 6.1 , 6.2 & 6.3 while providing greater detail on how to complete the event notification form. EP-FC-114-F-01, RELEASE IN PROGRESS DETERMINATION GUIDANCE-This is a new procedure that enhances the stations ability to determine if a release is in progress based on the emergency event. New Procedure.

-This procedure provides guidance on how to sounds the sirens in the event the states and counties specifically request FCS to complete siren system activation.

This procedure supersedes EPIP-EOF-24 Summary of Procedures for this Change: Summary of Changes Page 26 of 26 EP-FC-115, TERMINATION AND RECOVERY -New procedure that provides guidance and instruction for transition to the recovery phase of an event. Terms, definitions and responsibilities are also defined in the procedure.

The procedure walks the command and control positon through transitioning out of a declared event, termination directly form a declared event, preparations to enter recovery, entering recovery, recovery phase actions, and termination from recovery.

This procedures expands on the instructions formally provided in EPIP-EOF-19. This procedure supersedes EPIP-EOF-19 EP-FC-115-F-01, ISSUES I STRATEGIES FORM -This is a new form that was developed for use in the termination and recovery process. The issues and strategies form provides decision makers a strong format for documenting and describing issues and the resources needed to complete recovery tasks. This is a new form.

Summary of Changes, EP-FC-1001 Addendum 3 Rev 1 This change to Addendum 3 is occurring for 4 main reasons: 1. To implement the revised EAL scheme based on NEI 99-01 Rev 6 submitted to the NRC in License Amendment Request (LAR) dated December 26, 2014. The NRC approved the License Amendment Request in a Safety Evaluation Report dated December 15, 2015. The revised EAL scheme was trained on by the Fort Calhoun Station and Corporate personnel during the 1st and 2nct QTR of 2016. The NRC approved EAL scheme based on NEI 99-01 Rev 6 is being implemented as EP-FC-1001 Addendum 3 Revision 1. 2. The EAL scheme originally submitted and approved referenced Appendix R of 1 OCFR50 as the basis for station fire protection and response.

Fort Calhoun fire protection is based on the requirements of NFPA 805. The basis for EAL HU3, FIRE potentially degrading the level of safety of the plant, has been modified to reflect this difference.

3. The EAL scheme originally submitted used the currently installed plant seismic instrumentation as the primary indication for declaration of a seismic event. Upon review, it was determined that this indication is not consistent with the stations defined levels for an Operating Basis Earthquake (QBE). EAL HU4, Seismic event greater than QBE levels, has been modified to align with standard industry symptoms for an QBE not based on available instrumentation.

4. Some minor administrative and formatting discrepancies were identified during training conducted with emergency directors and licensed operators.

These discrepancies have been corrected.
