August 5, 2021 Mr. Matt Dekat, Manager Emergency Planning Wolf Creek Generating Station P.O. Box 411 Burlington, KS 66839

Dear Mr. Dekat,

The purpose of this letter is to supplement the Kansas Department of Health and Environment (KDHE) letter of support for the Wolf Creek exercise postponement request dated July 7, 2021. KDHE maintains support for Wolf Creek Generating Station request to the U.S. Nuclear Regulatory Commission (NRC) to postpone until 2022 the evaluated emergency preparedness exercise currently scheduled for November 16, 2021.

A postponement until 2022 would not adversely affect KDHE readiness to respond in the event of an actual emergency. KDHE has continued to maintain our radiological emergency response procedures and performed an annual review and update of those procedures. KDHE is committed to maintaining readiness to respond and has continued to train staff in a safe and effective manner throughout the pandemic, as well as ensuring all equipment is maintained in a ready-to-use state.

Please do not hesitate to contact me by Email at kim.steves@ks.gov if you have additional questions or need more information.

Sincerely, Kimberly Steves Director, Radiation Control Program Kansas Department of Health and Environment Enclosure 3

Box 411 Burlington, KS 66839

Dear Mr. Dekat:

The purpose of this letter is to supplement the Kansas Division of Emergency Management (KDEM) letter of support for the Wolf Creek exercise postponement request dated July 8, 2021. KDEM maintains support for the Wolf Creek Generating Station request to the U.S. Nuclear Regulatory Commission (NRC) to postpone the evaluated emergency preparedness exercise currently scheduled for November 16, 2021 until calendar year 2022.

A postponement until calendar year 2022 would not adversely affect KDEMs readiness to respond in the event of an actual emergency. KDEM is committed to maintaining readiness to respond and has continued to train staff in a safe and effective manner throughout the pandemic, as well as ensuring all equipment is maintained in a ready-to-use state. KDEM has continued to maintain and update our radiological emergency response procedures to reflect planning considerations for a pandemic environment and has recently completed radiological emergency response plan updates and have received approval of the plan from the Federal Emergency Management Agency. KDEM is currently working on training to be offered virtually for staff and has kept one agency staff unassigned to pandemic operations to be able to support ongoing planning functions.

Additionally, KDEM has maintained over 500 days of active response to the COVID-19 pandemic further honing the operational capability of the State Emergency Operations Center.

Please do not hesitate to contact me by email at jonathan.r.york5.nfg@mail.mil if you have additional questions or need more information.

Sincerely, Jonathan York Response & Recovery Branch Director Kansas Division of Emergency Management
