Revision 34 of the Wolf Creek Generating Station Updated Safety Analysis Report Commissioners and Staff:

Pursuant to the updating requirements of 10 CFR 50.71 (e), Wolf Creek Nuclear Operating Corporation (WCNOC) is submitting Updated Safety Analysis Report (USAR), Revision 34, on March 11, 2021. The submittal satisfied the Final Safety Analysis Report (FSAR) updating requirements of the aforementioned regulation. Attachment I to this letter provides information relative to changes in regulatory commitments. This information is provided in accordance with the guidance of Nuclear Energy Institute (NEI) 99-04, "Guidelines for Managing NRC Commitment Changes," Revision 0, July 1999.

Attachment II to this letter describes specific technical changes that have been processed since the issuance of the USAR, Revision 33.

In addition to these technical changes, editorial changes have been made and are included in Revision 34.

Attachment Ill to this letter provides a discussion of changes made to the Technical Requirements Manual (TRM) Revisions 69 and 70.

Attachment IV to this letter provides a discussion of changes made to the Quality Assurance Program description that did not reduce the commitments and are required to be submitted to the NRC in accordance with the requirements of 10 CFR 50.71(e), Maintenance of records, making of reports.

Attachment V to this letter provides a report describing how the effects of aging of newly-identified structures, systems, or components (SSCs) will be managed as required by 10 CFR 54.37(b). There are no newly identified SSCs that are subject to an aging management review or evaluation in the period from January 1, 2020, through December 31, 2020.

Enclosure I to this letter provides the CD-ROM submittal of the Wolf Creek Generating Station (WCGS) USAR, Revision 34. This submittal satisfies the FSAR updating requirements of 1 O CFR 50.71(e)(4). Enclosure I contains sensitive unclassified information and therefore warrants withholding under 10 CFR 2.390.

Enclosure Ill to this letter provides a CD-ROM containing the Quality Program Manual and the Fire Hazards Analysis, both of which are incorporated by reference into the USAR. Enclosure Ill contains sensitive unclassified information and therefore warrants withholding under 10 CFR 2.390.

Enclosure IV to this letter provides a CD-ROM containing the EQSD-I, EQ Summary Document Section I Program Description, and EQSD-11, Equipment Qualification Summary Document Master List Section II, both of which are incorporated by reference into the USAR. Enclosure IV contains sensitive unclassified information and therefore warrants withholding under 10 CFR 2.390.

Information from USAR Table 3.11 (B)-1, Plant Environmental Normal Conditions; USAR Table 3.11 (B)-2, Environmental Qualification Parameters for SNUPPS NUREG-0588 (LOCA, MSLB and HELB);

USAR Table 3.11 (B)-3, Identification of Safety-Related Equipment and Components: Equipment Qualification; USAR Table 3.11 (B)-4, Containment Worst Case Radiation Levels (MRADs); USAR Table 3.11 (B)-5, Containment Spray Requirements; USAR Table 3.11 (B)-8, Exemptions from NUREG-0588 Qualification; USAR Table 3.11(B)-10, Equipment Added for NUREG-0737; and USAR Figures 3.11 (B)-1 through 3.11 (8)-49, were relocated from the USAR into EQSD-I and EQSD-11 and are incorporated by reference into the USAR.

A 10 CFR 54.37(b) review has been performed in accordance with procedure AP 231-003, LICENSE RENEWAL IMPLEMENTATION for the period January 1, 2020 through December 31, 2020. The review did not identify new systems, structures, or components (SSCs) that would have been subject to an aging management review or evaluation of time-limited aging analyses (TLAA) in accordance with 10 CFR 54.21.

There have been no Regulatory Commitment Management System changes to commitments processed since the issuance of USAR Revision 33 This letter contains no new commitments. As previously stated, changes to existing regulatory commitments are included. WCNOC has historically submitted updates to the USAR on March 11 of each year to coincide with the date of issuance of the WCGS operating license and to comply with the requirements of 10 CFR 50.71(e)(4). WCNOC considers that submittals made prior to or on March 11 satisfy the requirements of 10 CFR 50. 71 (e)(4).

THIS CONNECTION POINT WAS REMOVED TO MATCH THE CORRECT CONFIGURATION.

AN-97-004-000-CN005 ASSESSED THE

THE CURRENT SOFTWARE UTILIZED (CONTEMPT) DOES NOT HAVE THE SAME OUTPUT DATA STRUCTURE, MAKING THE GENERATION OF THE IMPACTED USAR TABLES/FIGURES DIFFICULT. THIS USAR CR WILL CHANGE THE FORMAT OF THE IMPACTED TABLES/FIGURES TO REFLECT THE AVAILABLE CONTEMPT OUTPUT.

1. TR 3.1. 7 and its associated Bases (B 3.1. 7) are revised such that the TR is not applicable when RCS boron concentration is greater than the all rods out (ARO) critical boron concentration. An additional action was added such that if the required digital rod position indicator (DRPI) system is nonfunctional for one or more rods, RCS boron concentration can be increased so that it is above the ARO critical boron concentration with a Completion Time of 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. The Completion Times for the original actions to fully insert affected rods and to place Rod Control System in a condition incapable of rod withdrawal are revised to be 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. This will give sufficient time to perform troubleshooting and maintenance to return the DRPI subsystem to FUNCTIONAL status.
2. Table TR 3.7.20-5 is revised to include 3 snubbers which were added to the Auxiliary Feedwater piping in RF23 per Design Change Package 20084.
3. TRM Bases B 3.3.10 is revised to state that subsequent to the initial calibration of the Power Distribution Monitoring System, the calibration data set can be updated using incore flux measurements from at least 50% of the incore thimbles, with at least two more thimbles in each core quadrant. This aligns B 3.3.1 O with TRM Bases B 3.3.19 for the Power Distribution Monitoring System.
4. TRM Bases B 3.7.23 is revised to state that the Class 1E battery chargers NK21 and NK24 must be capable of being deenergized. This is so the swing battery chargers NK25 and NK26 will be aligned to DC buses NK01 and NK04 which moves heat generation from the 2016' elevation to the 2000' elevation. This is primarily to make sure room temperatures don't exceed TSR 2.7.22 limits.

TRM REVISION 70

1. TR SR 3.3.14.1 is being revised to state that the normal frequency of 92 days may be extended on a case-by-case basis with an approved engineering evaluation that has been evaluated under 10 CFR 50.65(a)(4).

Attachment Ill to WO 21-0010 Page 2 of 2 QUALITY ASSURANCE PROGRAM CHANGES SINCE USAR REVISION 33 10 CFR 50.54, Condition of licenses, item (3) requires that changes to the Quality Assurance Program description that do not reduce the commitments to be submitted to the NRC in accordance with the requirements of 10 CFR 50.71 (e), Maintenance of records, making of reports. The following is a summary of changes to the Quality Assurance Program that did not reduce commitments.

Revision to the Wolf Creek Quality Program Manual (WCQPM), (Revision 11, dated 8/17/2020)

The following program changes based on 10CFR50.54(a)(3) are not a reduction of commitments in the Wolf Creek Quality Program.

Changes were made to revise Wolf Creek's commitments to Regulatory Guides, Standards and implementing procedures as necessary to apply an overall 25% extension (9 months) for external triennial audits or surveys during periods where performance of such activities is not feasible as a result of extenuating circumstances. Examples of extenuating circumstances would include but are not limited to 1) declaration of a national emergency; 2) severe localized or national weather conditions or damage to licensee or supplier infrastructure; or 3) localized outbreak of a severe health concern to the public and licensee.

Continued use of suppliers that have exceeded the maximum allowed audit/survey time due to extenuating circumstances are allowed, provided a documented evaluation is performed to summarized why the audit/survey could not be performed and provide the basis for maintaining the supplier as an approved supplier on the Wolf Creek Supplier Information List (SIL).

Implementing procedures describe elements to be included in the documented evaluation.

For audits/surveys performed during the 25% grace period, the audit/survey include a review of activities performed by the supplier since the 36-month audit/survey expiration date and only apply to existing suppliers on Wolf Creek's SIL.

The 25% grace period is applicable to domestic and international suppliers. The audit/survey "clock" does not have to reset backwards to the original expiration date for which the audit/survey should have been performed. The end of the audit/survey will determine the date of the next triennial audit/survey.

Wolf Creek's commitments to Regulatory Guides, standards, and Wolf Creek procedures were revised as necessary to apply a grace 25% period, not to exceed 90 days, for the performance of internal audits as outlined in procedure AP 20A-003, QA Audit Requirements, Frequencies and Scheduling.

A grace period of twenty five percent (25%), not to exceed 90 days, may be applied by the Supervisor Quality Assurance to certain audits that are required to be completed on a certain frequency. The next performance due date for these audits will be based on their originally scheduled date. In all cases, the periodicity for these activities will not be allowed to exceed the original commitment plus 90 days. This grace period will not be applied to audits of the Emergency Plan, 10 CFR 50.54(t) and the Security Plan.
