The Reference provided Wolf Creek Nuclear Operating Corporation's (WCNOC's) response to the NRC request for information associated with Recommendation 9.3, Emergency Preparedness, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident. In the Reference, WCNOC committed to replacing the current Private Branch Exchange (PBX) telephone system with a Voice over Internet Protocol (VoIP) system by August 30, 2013.

Delays due to technical issues discovered during the planning and implementation process will prevent the transfer of the PBX to VoIP system by August 30, 2013. This commitment is now scheduled for completion prior to startup from Refueling Outage 20 (Spring 2015).

As identified in the Reference, the replacement of the PBX to a VoIP system is intended to enhance on-site communications system capabilities during a postulated extended loss of AC power (ELAP) in beyond design basis external event (BDBEE) conditions. The revised commitment date aligns implementation of this enhancement with implementation of Flexible and Diverse Coping Mitigation Strategies (FLEX) planned in response to Near-Term Task Force (NTTF) Recommendation 4.2.
