On March 12, 2012, the Nuclear Regulatory Commission (NRC) staff issued a 10 CFR 50.54(f) letter to Wolf Creek Nuclear Operating Corporation (WCNOC) (Reference 1). Enclosure 5 of Reference 1 contains specific Requested Actions and Requested Information associated with Recommendation 9.3, Emergency Preparedness. In accordance with 10 CFR 50.54(f),

addressees were requested to submit a written response to the information requests. of Reference 1 also provided requested due dates for written responses.

The alternative course of action included revised information, due dates and the basis for those dates. As described in our alternative course of action, this letter transmits the responses to the following information requests from Reference 1.

In accordance with current procedures, all Emergency Response Complete Organization (ERO) members will respond to their assigned facilities or a designated staging area when they become aware of a significant natural disaster that has resulted in widespread communication disruption (e.g. by direct observation, media reports or word-of-mouth).

Staffing Request #4 - Identify the methods of access (e.g., roadways, navigable bodies of water and dockage, airlift, etc.) to the site that are expected to be available after a widespread large scale naturalevent.

1. Wolf Creek Generating Station (WCGS) is located in an area characterized by a checkerboard pattern of roads, normally crossing each other at approximately one mile intervals in the North-South and East-West directions. While not all roads follow this pattern, generally each road in the area surrounding WCGS is accessible using multiple alternate routes if a road surface or a bridge is unavailable due to a natural event. For example, the normal access route to WCGS from the West includes a causeway across a portion of the cooling lake. If this causeway were unavailable for use, an alternate route of about six miles would be required to get back to the normal access route. The plant entrance road is the only vehicle traffic access to WCGS. The nearest multiple-access intersection on the plant entrance road is approximately one mile from the plant entrance. If the portion of the plant access road leading to the plant entrance was unavailable to vehicle traffic due to a natural event, personnel responding to the event would be able to walk the approximate one mile distance to the plant.
