Subject:

Docket No. 50-482: Withdrawal of License Amendment Request to Revise Technical Specification 3.8.1, "AC Sources - Operating" Gentlemen:

Reference 1 provided Wolf Creek Nuclear Operating Corporation's (WCNOC) application to revise Technical Specification (TS) 3.8.1, "AC Sources - Operating," consistent with the changes previously approved in Amendment No. 101 and with the guidance in Generic Letter 93-05, "Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation (Generic Letter 93-05)." Reference 2 provided a request for additional information related to the application. Reference 3 provided WCNOC's response to the request for additional information.

Nuclear Regulatory Commission (NRC) Staff and WCNOC personnel held teleconferences on June 17, 2010, June 22, 2010 and July 6, 2010 to discuss Reference 3 and the proposed changes to TS 3.8.1, Required Actions B.3.1 and B.3.2. Based on the results of these teleconferences, WCNOC is withdrawing the license amendment request. However, WCNOC respectfully requests that the NRC provide WCNOC documentation of the specific issues that require resolution that would support NRC approval of proposed changes consistent with the intent of Generic Letter 93-05, Enclosure 1, Line-Item TS Improvement 10.1, Emergency Diesel Generator Surveillance Requirements.
