Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) committed to update the NRC staff regarding the status/capabilities of the real time contingency monitoring program by 30 September 2005 following testing planned for the summer of 2005. This letter provides the required update.

Programming changes to the existing real-time analysis software to perform nuclear post-trip analysis and other single contingency evaluations have been completed. The developmental and testing phases for evaluating real time and projected voltage requirements for Waterford Steam Electric Station, Unit 3 (Waterford 3) are substantially complete. Testing completed to date has indicated that there are no major issues outstanding with the software.

Entergy had planned to complete all testing to verify the adequacy of the programming changes to the software by September 2005. However, the damage to the transmission and distribution system infrastructure caused by hurricanes Katrina and Rita has required Entergy to reallocate available resources to storm recovery activities. This reallocation of resources is impacting the completion of formal testing as well as procedural development and the implementation stage of the real time contingency monitoring program at Waterford 3.

Entergy anticipates full implementation of the 'on line monitoring' capability at Waterford 3 prior to Summer 2006 peak load conditions on the grid.

As committed in Reference 1, until the real time contingency monitoring program is placed in service, Entergy will continue to perform Daily Model Load Flow studies for the next day using daily cases representing that day of the month. If any transmission contingencies with respect to an element directly interconnected with the Waterford 230 kV switchyard occur during the day, the analyses will be updated.
