Dear Sir or Madam:

On September 12, 2011 Entergy Operations, Inc. (Entergy) submitted a request for a change to the Emergency Plan for River Bend Station (RBS), Unit 1. A change is proposed to the Emergency Plan to relocate the alternate Emergency Operations Facility (EOF).

The NRC requested additional information on September 28, 2011. Entergy's response to this request is provided in Attachment 1.

There are no new commitments in this letter.

Attachment 1 RBG-47183 Response to Supplemental Information Needed RBG-47183 Page 1 of 2 On September 28, 2011, the NRC requested the following:

1. Provide documented evidence, on applicable State, local ORO, and FEMA letterhead that supports the statement: "State and local agencies have been contacted concerning moving the Alternate EOF to the Essen Lane location and all have responded agreeing to the move."

Response: The following letters are attached:

2. Provide an evaluation and discussion to the affect this move will have on Joint Information Center activities and staffing, if any.

Response: River Bend Station activates all Emergency Response Facilities and the Joint Information Center (JIC) at an Alert emergency classification. The JIC reports to the Training Center adjacent to the near site EOF. The EOF Public Information Liaison provides information to the JIC Technical Advisor. The primary and alternate EOF and JIC facilities have fax and external and internal phone system capabilities.

At a Site Area or higher emergency, all JIC personnel relocate to the Alternate JIC on North Boulevard in Baton Rouge. The JIC Technical Advisor will continue to receive information from the EOF Public Information Liaison. If the EOF relocates, all onsite EOF personnel relocate to the Alternate EOF. The Offsite Liaisons remain at their offsite locations and the offsite monitoring teams are directed by the TSC.

The telephone and fax are used between the Alternate EOF and the Alternate JIC.

The communication methods and information with the JIC are the same whether the EOF is onsite or at the Government Street or proposed Essen Lane facility, except for WebEOC. WebEOC is not used at the offsite locations. During the 2010 evaluated exercise, the Alternate JIC was exercised and evaluated without the WebEOC enhancement. All functions were demonstrated successfully. The EOF and JIC staffing levels do not change between the onsite and offsite facilities. In summary, moving the Alternate EOF from the Government Street facility to the Essen lane facility has no negative effect on JIC activities or staffing.

3. Provide dates for NRC observation of an exercise/drill/walkthrough using this new proposed facility.

Response: River Bend is conducting a walkthrough with EOF personnel on February 14, 15, and/or 16 in 2012 to demonstrate the capabilities of the proposed Alternate EOF at Essen Lane.
