River Bend Station, Unit 1 (RBS) Request for Additional Information Regarding Proposed Emergency Plan Change (ME7181)
Barry and Joey, By letter dated September 12, 2011, as supplemented on October 13, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML11259A008 and ML11297A029, respectively), Entergy Operations, Inc (Entergy, the licensee) submitted Entergy Letter RBG-47174, Proposed Emergency Plan Change. In this letter, Entergy submitted a request to relocate the Alternate Emergency Operations Facility from 23 miles to 28 miles for the Technical Support Center.
On February 14, 2012, the NRC staff toured the current and proposed Alternate Emergency Operations Facility. The NRC staff has determined that the following additional information is needed to complete our review. This request was discussed with Mr. Dean Burnett of your staff on February 23, 2012, and it was agreed that a response would be provided within 30 days from the issuance of this email. - 1) What impact does the relocation of the back-up EOF to 28 miles have on the timeliness of facility staffing and activation, including effective direction and effective control during an emergency?
- 2) Were any other facilities located within 25 miles of RBS evaluated as possible sites for the proposed back-up EOF? If so, why were they unsuitable as a back-up EOF?
