Dear Sir or Madam:

As a result of internal reviews, Entergy Operations, Inc. (Entergy) has determined submittals in support of requests for amendments to the Technical Specifications (TS) and the Emergency Plan (EP) for River Bend Station (RBS), Unit 1, did not include signatures by a designated officer of the company and an oath or affirmation. The inclusion of these two items is required in internal procedures. Additional guidance is included in NRC Regulatory Issue Summary 2001-18, Requirements for Oath or Affirmation. This subject has been discussed with the NRC Project Manager.

In three letters supplying supplemental information supporting a request to amend the TS concerning TS 3.3.6.1, "Primary Containment and Drywell Isolation Instrumentation," the designated officer and affirmations were not included (References 1, 2 and 3).

RBG-47229 Page 2 of 3 In one letter supplying supplemental information supporting a request to change the EP alternate Emergence Operations Facility (EOF) the affirmation was not included (Reference 4).

This letter confirms that References 1, 2, 3, and 4 have been approved by a designated officer of the company and include an affirmation.
