By letter dated December 15, 2016 (Reference 1), Duke Energy Carolinas, LLC, referred to henceforth as "Duke Energy," submitted a request for amendments to the Technical Specifications {TSs) for Catawba Nuclear Station, Units 1 and 2 (CNS). In Reference 2, the NRC staff provided a Request for Additional Information (RAI) regarding the December 15, 2016, license amendment application. On June 8, 2017 (Reference 3), Duke Energy submitted a response to the RAI.

After a follow-up discussion with the NRC, Duke Energy is providing additional information regarding the testing requirements of the containment high radiation monitors. There are two (2) Channel Operational Test {COT) requirements contained in Selected Licensee Commitment (SLC) 16.11-7. The first is for Testing Requirement (TR) 16.11-7-7 to be performed every 9 months on the containment high radiation monitor. This COT demonstrates the isolation of the containment air release and addition ventilation system {VQ) that is in operation during Modes 1 through 6. The second is for TR 16.11-7-8 to be performed every 18 months on the containment high radiation monitor. This COT demonstrates the isolation of the containment purge ventilation system (VP) that is in operation during Modes 5 and 6. In Modes 1-4 the VP valves are locked closed and cannot be tested. Thus TR 16.11-7-8 is performed on an 18

U.S. Nuclear Regulatory Commission RA-17-0036 Page 2 month frequency. Similar to TR 16.11-7-7, the same instrument is tested per SLC 16. 7-1 O via TR 16. 7-10-2 every 9 months.

The information provided in this letter does not affect the conclusions of the significant hazards consideration or the environmental considerations included in the December 15, 2016, license amendment application.

This submittal contains no new regulatory commitments. In accordance with 10 CFR 50.91, Duke Energy is transmitting a copy of this letter and attachment to the designated State Officials.
