NRC ADVISORY COMMITTEE ON REACTOR SAFEGUARDS TO MEET NOVEMBER 2-4 IN ROCKVILLE, MD.

The Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards has scheduled a technical meeting November 2-4 in Rockville, Maryland.

The meeting, which is open to the public, will be held in Conference Room 2B3 in the NRC's Two White Flint North Building, 11545 Rockville Pike.

Although meetings of the ACRS are open to the public, they are not part of the NRC's public hearing process. The ACRS, an advisory group to the Commission, conducts independent, highly technical reviews of safety considerations related to nuclear facilities. While anyone may attend, the committee will consider only oral or written statements arranged in advance and limited to specific matters set forth in a Notice of Meeting published in the October 20 edition of the Federal Register.

The meeting may include closed sessions, if required, to discuss proprietary information.

Here is the meeting agenda:

THURSDAY, NOVEMBER 2 8:30 a.m. to 8:45 a.m. -- Opening remarks by the ACRS chairman.

8:45 a.m. to 10:15 a.m. -- Discussions with the NRC staff and Tennessee Valley Authority on the status of issues related to the review of an operating license for the Watts Bar 1 nuclear power plant in Tennessee.

11:00 a.m. to 12:30 p.m. -- Discussion with the NRC staff and the Boiling Water Reactor Owners Group regarding proposed revisions to emergency procedure guidelines to cope with anticipated transients without scram compounded by core power instabilities in a boiling water reactor.

1:30 p.m. to 3:00 p.m. -- Discussion with the NRC staff of a proposed revision to NUREG-0700, "Human System Interface Design Review Guideline".

3:15 p.m to 4:15 p.m. -- Discussion with the NRC staff of the methods and means used for reviewing the reliability of safety systems.

4:30 p.m. to 6:45 p.m. -- Discussion of proposed reports to the NRC.

FRIDAY, NOVEMBER 3 8:35 a.m. to 9:45 a.m. -- Discussion with the NRC staff of a proposed final Regulatory Guide 1.164, "Time Response Design Criteria for Safety-Related Operator Actions".

9:45 a.m. to 10:30 a.m. -- Discussion of planning and procedures matters.

10:45 a.m. to 11:30 a.m. -- Discussion of future ACRS activities.

11:30 a.m. to 11:45 a.m. -- Discussion of responses to ACRS recommendations from the NRC Executive Director for Operations.

11:45 a.m. to 12:00 noon -- Discussion of ACRS subcommittee meeting on individual plant examinations/probabilistic risk assessment.

1:00 p.m. to 6:30 p.m. -- Continue discussion of proposed ACRS reports.

SATURDAY, NOVEMBER 4 8:30 a.m. to 10:30 a.m. -- Resume discussion of proposed ACRS reports.

10:45 a.m. to 12:00 noon -- Discussion of items of importance to the NRC, including rebaselining of committee activities for fiscal year 1996-97.
