March 30, 2004 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-04-004 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

SHUTDOWN OF D.C. COOK UNIT 1 FOR GREATER THAN 72 HOURS DESCRIPTION:
On March 29, 2004, D.C. Cook Nuclear Plant management informed the resident inspectors that a Unit 1 shutdown would be conducted to determine the location of an unidentified reactor coolant system (RCS) leakage. The current RCS leak rate of about 0.25 gallons per minute (gpm) is below the Technical Specification leak rate limit of 1.0 gpm and was believed to be a steam leak based upon chemistry analysis results.
Unit 1 entered Mode 3 (Hot Standby) at 0428 on March 30, 2004. During an initial walkdown inspection of the pressurizer enclosure, the licensee identified a leak from the upper manway cover on the pressurizer. Additional inspections of the Unit 1 containment are pending. The licensee is preparing to cool down the unit and enter Mode 5 (Cold Shutdown) to make repairs.
The NRC resident inspectors will continue to monitor the licensees investigation and repair efforts in consultation with a regional specialist.
The duration of this outage is expected to exceed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. Following any necessary repairs and testing, the licensee will commence a reactor startup. This Preliminary Notification was discussed with the licensee to confirm the technical accuracy prior to issuance. This information is current as of March 30, 2004 at 12:00 noon EST.
