The purpose of this letter is to transmit and updated page to the Updated Cooper Nuclear Station (CNS) Safeguards Plan, Guard Training and Qualification Plan, and Contingency Plan (Plan),

Revision 0.

In order to standardize our approach with the industry approach, Nebraska Public Power District's (NPPD) response dated April 29, 2004, to Order 03-086 was based on Nuclear Energy Institute 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan." Per the referenced letter, NPPD submitted the updated CNS Plan that incorporated changes based on Nuclear Regulatory Commission Requests for Additional Information. During final preparations for implementation, NPPD discovered a portion of the plan that requires clarification. The enclosures to this letter contain that clarification.

NOTE: The Enclosure to this letter contains "Safeguards Information." Upon separation from this letter, this letter becomes "DECONTROLLED."
