The purpose of this letter is to transmit the Updated Cooper Nuclear Station (CNS) Safeguards Plan, Guard Training and Qualification Plan, and Contingency Plan (Plan), Revision 0.

In order to standardize our approach with the industry approach, Nebraska Public Power District's (NPPD) response dated April 29, 2004, to Order 03-086 was based on Nuclear Energy NOTE: The Enclosure to this letter contains "Safeguards Information." Upon separation from this letter, this letter becomes "DECONTROLLED."

NLS2004121 Page 2 Institute 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan," Revision 1. Per Reference 1, NPPD submitted the revised Plan incorporating the Nuclear Regulatory Commission's Requests for Additional Information. This version of the Plan incorporates changes to the Plan as requested in References 2 and 3. In addition in Reference 3, the NRC requested that we include a statement regarding Section 18 of the Plan, Digital Systems Security," and the nexus to the evaluation performed pursuant to Interim Compensatory Measure B.5.f of Attachment 2 of the NRC Order dated February 25, 2002. This statement is as follows:

NPPD performed the evaluation required by paragraph B.5.f of Attachment 2 of the ICM Order. As a result of the B.5.f evaluation, NPPD created a list of affected systems and equipment. Controls have been revised where necessary to meet the requirements of Section 18.0 of the Plan.
