U.S. Nuclear Regulatory Commission letter dated June 21, 2004, to Mr. Randall K. Edington, Nebraska Public Power District, "Cooper Nuclear Station - Request for Additional Information, Regarding Security Plan Sections 10-19 (TAC No. MC2908)

The purpose of this letter is to respond to your request for additional information (RAI) as outlined in the above referenced letter. In order to standardize our approach with the industry approach, Nebraska Public Power District's (NPPD) April 29, 2004, response to Order EA 086 was based on Nuclear Energy Institute (NEI) 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan," Revision 1, as approved by the Nuclear Regulatory Commission (NRC) in a letter from Roy P. Zimmerman to Steven D. Floyd dated June 10, 2003. The questions either request modification to the template language (indicated with an *) or to licensee provided details (i.e., bracketed information). Where template language is involved, NPPD will be adopting revised language that has been agreed to between the industry Security Working Group representatives and the NRC as described herein.

Where agreement has not been achieved as of the writing of this response, NPPD intends to adopt the language that is deemed acceptable to the NRC and responsive to the NRC issues following the NEI Frequently Asked Questions (FAQ) process and the final results of any industry appeals. Responses that rely on this process are discussed in the specific question responses. Sufficient detail is provided here to enable the NRC to conclude the issue can be appropriately resolved pending later submittal of changed pages (i.e., a revision of the Security Plan that incorporates all responses) following the receipt of the final set of RAIs.

NOTE: The Attachment to this letter contains "Safeguards Information." Upon separation from this letter, this letter becomes "DECONTROLLED."
