Response to Order for Compensatory Measures Related to Access Authorization The purpose of this letter is to transmit the Nebraska Public Power District's (NPPD) response to the Nuclear Regulatory Commission's (NRC) January 7, 2003, Order (Order) for Cooper Nuclear Station. As requested by Item III.C.2 of the Order, NPPD will notify the Commission when full compliance has been achieved.

The attachment to this correspondence contains Safeguards Information as defined in 10 CFR 73.21. Therefore, NPPD requests that the attachment be withheld from public disclosure.

Pursuant to the requirements of 10 CFR 2.202(a)(2), the Answer to the January 7, 2003, Order is being transmitted to the NRC under separate cover.
