Final Response to Commission Order to Modify License for Interim Safeguards and Security Measures Cooper Nuclear Station, NRC Docket No. 50-298, License No. DPR-46 The purpose of this letter is to transmit the subject response to the United States Nuclear Regulatory Commission (NRC).

On March 18, 2002, Nebraska Public Power District (NPPD) submitted its response for Cooper Nuclear Station (CNS) to the Interim Safeguards and Security Compensatory Measures Order (Order) issued by the NRC on February 25, 2002. On May 29, 2002, the NRC issued a reply to this submittal. NPPD also submitted a supplemental response to the NRC on July 26, 2002. The initial and supplemental responses were based on NPPD's interpretation of the Order utilizing a guidance document disseminated to the industry by the Nuclear Energy Institute dated March 8, 2002, "Implementation Guidance for Interim Safeguards and Security Compensatory Measures for the Order dated February 25, 2002."

Pursuant to Section III.C.2 of the Order, this letter confirms that CNS has achieved full compliance with the requirements embodied in Attachment 2 of the Order. This confirmation is based on NPPD's interpretation of Order requirements provided in the previously referenced initial and supplemental responses.
