"Response to Order for Interim Safeguards and Security Compensatory Measures" The purpose of this letter is to transmit a revision to the Nebraska Public Power District*s (NPPD) response to the Nuclear Regulatory Commission's (NRC) February 25. 2002. Order for Interim Safeguards and Security Compensatory Measures (Order) for the Cooper Nuclear Station (Reference 1). NPPD hereby revises one Interim Compensatory Measure (ICM) of the Order and provides additional text that provides clarification for another ICM response related to current practices at the Cooper Nuclear Station.
A recent correspondence from a government authority prompted a revision to our response related to an 1CM. Additionally. text associated with our response to another ICM is being supplemented to reflect a current station activity, which is more conservative than the requirements of the February 25. 2002. Order. NPPD deems this information important regarding y'our awareness of our current protective practices.
These revisions to our response are described in the attachment to this letter. The enclosure to this letter provides an updated response, in its entirety, with the revision and addition to the response indicated by change bars in the margin. This enclosure is provided for your convenience, in order that you may reference a single document to determine the status of the NPPD response to the Order.
The attachment and enclosure to this letter contain "SAFEGUARDS INFORMATION."

issued an inmmediatelv effective order in the captioned matter entitled Order Modifying Licenses (Effective Immediately) ("Order") to, inter alia, Nebraska Public Power District. The Nebraska Public Power District responded to the Order in a letter dated March 18. 2002. in accordance with the provisions of 10 C.F.R. § 50.4. as directed by the Order.' Also on that date. Nebraska Public Power District submitted an "Answer to February 25. 2002. Commission Order to Modil\
License for Interim Safeguards and Security Measures" pursuant to 10 C.F.R. § 2.202 and Section IV of the Order. consenting to the Order.
In accordance with Section IV of the Order and 10 C.F.R. § 2.202, Nebraska Public Power District hereby submits its First Supplemental Answer to the Order. This Supplemental Answer revises the District's response to two of the Interim Compensatory Measures provided in of the Order. Nebraska Public Power District maintains that it consents to the Order and does not request a hearing. We anticipate providing an additional 10 C.F.R. § 50.4 The enclosure to that letter was transmitted as Safeguards Information.
