Attachment A provides a summary of the changes included in Revision 40, none of which represent a reduction of effectiveness.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited. Therefore, we request the material to be withheld from public disclosure.
